First, the application for household registration address should be based on the actual place of residence. If there is a fixed residence (including self-purchased or self-built legal residence and an independent apartment with relatively perfect living facilities provided by the unit with its own property rights), it shall provide the property right certificate of the fixed residence at the time of application and settle at the address of the fixed residence. If there is no fixed residence, the village (neighborhood) committee where the work unit or business place is located will settle down, and the village (neighborhood) committee will set up a collective account for unified management.

Enterprises with a certain scale and more than 3,000 employees may set up collective accounts upon application to the district public security bureau and approval.

Two, the following foreigners who meet the conditions of moving into our region, with the local police station's household registration certificate and the relevant certification materials consistent with the application, go through the application procedures at the household registration window of the town (street) public security bureau:

(1) The college graduates who recommend employment shall rely on the employment letter of introduction and unit acceptance certificate issued by the District Personnel Bureau, and the transfer letter of introduction issued by the District Organization Department and the Personnel Bureau, registered permanent residence, and the transfer staff shall rely on the transfer letter of introduction and transfer worksheet registered permanent residence issued by the District Labor and Social Security Bureau.

(2) Eligible demobilized cadres, veterans and non-commissioned officers who are placed in Shunde shall apply for entry by the letter of introduction from veterans issued by the organization (personnel) department of our district or the letter of introduction from veterans and demobilized soldiers issued by the Civil Affairs Bureau.

(three) to buy a complete set of commercial housing or self-built legal housing in our district (excluding shops, factories, warehouses or other uses of real estate) to apply for home ownership in other places. In addition to the property certificate, relatives should also provide documents such as the notarial certificate of kinship, the statement of consent to move in issued by the notary department, and the letter of guarantee for moving in.

(four) to lease the housing provided by the housing management department of our district for 5 years or more, and apply for entering the household with the lease contract of the housing management department.

(five) the village (neighborhood) people in this area have a fixed residence, and their spouses, children and their relatives who live together can apply for residence with the proof of the property right of the fixed residence. Villagers (residents) in this district live in a dormitory shared by several people, or their spouses, children and relatives cannot apply for entering the household if their actual residence does not match their registered residence.

(six) foreign businessmen, overseas Chinese, compatriots from Hong Kong, Macao and Taiwan who invest more than 500,000 yuan to set up industries in our region, or donate more than 200,000 yuan and have a fixed residence, may allow one of their relatives in the Mainland to settle down. When applying for entering a household, you should provide relevant certificates of business license or donation, proof of property right of fixed residence, notarial certificate of kinship, statement of consent to move in and letter of guarantee for moving in.

(seven) in our region to invest more than 500 thousand yuan to set up industries, enterprises or foreign workers who pay more than 200 thousand yuan in taxes and have a fixed residence during the year, they can apply for themselves, their spouses, children and their relatives living together with their business licenses, tax payment vouchers and proof of property rights of fixed residence.

(8) If the organs, enterprises and institutions in our district need to recruit senior and middle-level professionals with bachelor degree or above or equivalent, technical talents with assistant division level or above and senior professionals with fixed residence, they can apply for entering the household for themselves, their spouses, children and their relatives who live together after the probation period in their work units expires. At the time of application, corresponding academic credentials, qualification certificates, labor contracts and certificates of property rights of fixed residences recognized by labor management institutions above the town (street) shall be provided.

(9) Those who have a fixed job in our district and have worked continuously for 5 years, participated in social endowment insurance and hospitalization medical insurance in our district and have a fixed residence can apply for entering the household with the certificate of continuous work for 5 years, social endowment insurance card, hospitalization medical insurance card and the certificate of fixed residence property right issued by the District Labor and Social Security Bureau.

Three, account transfer procedures according to the following procedures:

(a) the applicant to the town (street) public security bureau to receive the "application form";

(two) the applicant will send the "application form" and application materials to the town (street) public security bureau;

If the applicant is a married person of childbearing age, he shall go to the family planning office of the town (street) where he intends to move, and then deliver the materials. If one of the husband and wife is ligated for more than one year and provides a valid certificate issued by the family planning department of the town (street) where the original account is located, it can be exempted from the formalities of adding opinions.

(three) the public security bureau issued a "receipt" to the applicant after receiving the materials. (four) the applicant with the "certificate of admission" to move out of the original household registration authority.

Four, the father or mother is my district village (neighborhood) people's newborn baby according to the following provisions, choose to follow the father and mother into the home.

(a) the newborn baby born within the policy with the mother's home, with the baby's birth certificate, parents' household registration book, birth certificate (birth certificate), proof of birth control measures (the first child must have a certificate of ring, the second child must have a certificate of father or mother ligation).

(2) Newborn babies born outside the policy (including super family planning, insufficient birth spacing and illegitimate children) must go home with their mothers. When registering in registered permanent residence, in addition to providing the above-mentioned relevant certification materials, it is also necessary to provide the proof that the family planning service department of the town (street) collects social support fees.

(III) If the newborn baby born within the policy goes home with his father, it shall be handled by the birth certificate of the baby, the household register of both parents, the birth service certificate (birth certificate), the proof of birth control measures and the family planning audit form for the newborn baby going home with his father issued by the family planning department of the town (street). If the baby's mother does not belong to Shunde household registration, the family planning department at the county level where the mother's household registration is located shall issue the above-mentioned relevant family planning certification materials before registering with her father. The certificate of birth service issued by the family planning department of this province can be directly applied to households, and those issued outside the province must go through the verification procedures at the Family Planning Bureau of our district before they can go through the formalities with their fathers.

(four) the baby born outside the policy does not belong to one of the following circumstances after birth. After both parents or one of them is collected by the family planning department, they can go home with their father with the collection certificate and relevant valid documents:

1, mother died;

2, the mother was sentenced or sent to reeducation through labor;

3. Mother approved to go abroad to settle down;

4. If the parents are divorced, the court will award it to the father for support;

5. The mother is severely disabled and unable to take care of her children;

6, other special reasons, and can provide relevant basis, verified.

The above information shall be handled by death certificate, criminal judgment, notice of reeducation through labor, exit and settlement certificate issued by the exit-entry department of public security, court divorce judgment (or valid divorce and support agreement documents), hospital certificate, other special circumstances, relevant valid certificates and approval opinions issued by the District Family Planning Bureau.

If there is a fixed residence in our district, the household registration will be moved to the actual residence; Without a fixed residence, if the enterprise meets the conditions for setting up a collective account, the account will be moved into the enterprise collective account; Where the unit does not meet the conditions for establishing a collective account, the account will be moved to the collective account of the village (neighborhood) Committee where the work unit is located.

If the above-mentioned collective hukou personnel leave the unit for dissolution or other reasons, their work units shall inform the public security organs of their whereabouts and assist the public security organs to move their hukou into their actual residence.

Seven, the town (street) public security bureau should provide the town (street) family planning department with a list of people who were born, died, moved in and moved out of the month before the end of each month. The district public security bureau shall make statistics on the household registration of towns (streets) and provide the population changes of the previous quarter to the district family planning bureau at the end of each quarter. If other administrative departments need to obtain household registration information from the district public security bureau for administrative management, the district public security bureau shall provide it, and the department that obtains the information shall keep it confidential.

Eight, the administrative departments at all levels in our district shall go through the relevant household formalities for citizens, and shall not charge any other fees except that the public security organs charge each household registration book 10 yuan for the renewal of the household registration book.
