The use of water or electricity belongs to the owner, that is, the legitimate rights and interests needed by the parties in their daily lives. Unless the water supplier (power supplier) fails to pay the water fee (electricity fee) in time according to Article 182 of the Contract Law, the water supplier (power supplier) has the right to pay the water fee (electricity fee) and liquidated damages within a reasonable period after being urged by the water supplier (power supplier).
