Does residential water use belong to property management?

Residential gas consumption is not property management, but natural gas company management. When selling commercial housing, the supporting infrastructure such as water supply, power supply, heating, gas and communication shall meet the delivery conditions, and the related expenses shall be collected by the natural gas company, which may entrust the property to collect them.
