If the owners are not satisfied with the services provided by the property management company, they can set up an owners' committee to ask the property to improve the property services and supervise the improvement effect of the property management company. If the property management company cannot complete the improvement, the owners' committee has the right to request the replacement of the property management company.

When the owners change the property management company, the community should first set up the owners' committee and obtain the voting consent of two-thirds of the owners of the community. The replacement of the property management company shall be filed with the local street or town government. If the property management contract with the property management company has expired, the owners' committee will notify the property management company to quit, and then the owners' committee will hire a new property management company. If the entrustment contract with the property management company has not expired, the owners' committee shall notify the property management company to terminate the contract and negotiate to terminate the contract. If negotiation fails, a lawsuit shall be brought to the local court, and the property management contract shall be dissolved, and a new property management company shall be hired after the judgment takes effect.

Legal basis: Article 48 of the Regulations on Property Management.

The real estate administrative departments of the local people's governments at or above the county level shall promptly handle the complaints of owners, owners' committees, property users and property service enterprises in property management activities.

Article 45

The realty service enterprise shall stop the violation of laws and regulations such as public security, environmental protection, property decoration and use in the realty management area, and report to the relevant administrative departments in a timely manner.

After receiving the report from the realty service enterprise, the relevant administrative department shall stop the illegal act or deal with it according to law.
