Article 1 In order to strengthen the management of construction waste, maintain the city appearance and environment, and protect and improve the ecological environment, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Waste, the Regulations of Hebei Province on City Appearance and Environmental Sanitation and other relevant laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the activities such as generation, collection, transportation, consumption, utilization, supervision and management of construction waste in the area where urbanization management is implemented in this Municipality.

The scope of the urbanization management area shall be delineated and announced by the people's governments of cities and counties.

The term "construction waste" as mentioned in these Regulations refers to the solid waste such as waste soil and waste generated by the construction unit, the construction unit's new construction, renovation, expansion and demolition of various buildings, structures and pipe networks, as well as residents' decoration and decoration of houses. Article 3 The disposal of construction waste shall follow the principles of reduction, recycling, innocuity, and whoever produces and bears the responsibility for disposal.

Encourage the development of new building methods, promote the full decoration of green buildings, prefabricated buildings and commercial houses, support the use of renewable and recyclable green building materials and building turnover tools, and reduce the generation of construction waste. Article 4 The people's governments at the city and county levels shall incorporate the management and resource utilization of construction waste into the overall planning of national economic and social development and the planning of land and space, formulate measures for reducing the source of construction waste and supporting policies for comprehensive utilization, and coordinate major issues in the management of construction waste. Article 5 The administrative department in charge of urban management shall be responsible for the supervision and management of construction waste disposal, and the relevant departments shall do a good job in the management of construction waste in accordance with their respective duties and the provisions of these Regulations. Article 6 This Municipality implements a system of classified treatment of construction waste. The Municipal People's Government shall formulate the classification standards for construction waste and make them public. Article 7 No unit or individual may dump, scatter or pile up construction waste at will. Eighth construction units, construction units or construction waste transport units that produce construction waste shall apply to the competent administrative department for examination and approval of urban construction waste for disposal. Article 9 The construction unit may stipulate in writing that the construction unit is the responsible unit for the disposal of construction waste on the construction site, and stipulate the specific requirements and relevant measures for the management of construction waste on the construction site by the construction unit; If the responsibility of the construction unit is not clearly agreed, the construction unit shall be the responsible unit for the disposal of construction waste on the construction site.

The responsible unit for the disposal of construction waste on the construction site shall not hand over the construction waste to an individual or unit engaged in the transportation of construction waste without approval. Tenth construction site construction waste disposal responsibility units shall comply with the following provisions:

(5) Other requirements stipulated by laws and regulations. Eleventh residents' household decoration garbage should be collected in bags and classified into temporary construction garbage dumps designated by property service enterprises, neighborhood offices or town people's governments.

The administrative department in charge of urban management is responsible for the unified disposal of household decoration garbage, and publicize the convenience service measures at the temporary dumping point of construction garbage. Twelfth construction waste transport units shall comply with the following provisions:

(a) shall not exceed the approved scope of transportation of construction waste;

(two) shall not subcontract or subcontract construction waste;

(3) Transport vehicles should be washed consciously before leaving the construction site, and the wheels should not run with mud;

(four) closed transportation, shall not be discarded along the way, leaving construction waste;

(five) carrying the approval documents of construction waste disposal with the vehicle, and consciously accepting the supervision and inspection;

(six) according to the prescribed time, route and place of transportation;

(seven) standardize the use of electronic equipment such as driving records of transport vehicles and satellite positioning, so that drivers can drive safely and civilized;

(eight) other requirements stipulated by laws and regulations. Thirteenth urban management administrative departments shall, jointly with natural resources, planning, ecological environment and other departments. According to the needs of urban construction and management, formulate the planning of the construction waste disposal site and report it to the people's government at the same level for approval.

The people's governments at the city and county levels shall organize the construction of construction waste disposal sites according to the planning of construction waste disposal sites. Fourteenth no unit or individual may set up a construction waste disposal site in the following areas:

(1) Nature reserves and scenic spots; (2) Basic farmland and ecological public welfare forest land;

(three) the scope of protection of rivers, lakes, reservoirs and channels;

(4) Centralized groundwater recharge sources and recharge areas;

(5) Spillway and its surrounding area;

(6) Other fields as prescribed by laws and regulations. Fifteenth construction waste disposal sites operating units shall comply with the following provisions:

(a) in accordance with the provisions of the disposal or use of construction waste, industrial waste, domestic waste and other toxic and hazardous waste;

(two) to keep the relevant equipment and facilities of the construction waste disposal site in good condition and the surrounding environment clean;

(three) vehicles leaving the construction waste disposal site shall be cleaned by washing and cleaning facilities before leaving;

(4) Other requirements stipulated by laws and regulations.
