Standard for collecting property fees in old residential areas

Property charging standards are divided into seven levels. The first level property charging standard is 0.30 yuan/month square meter, and the highest seventh level property charging standard is 1.60 yuan/month square meter. A residential area with property management needs to pay a certain property fee. Old communities are no exception. The construction standard of old residential areas is low, and the supporting facilities are incomplete. It is unreasonable to charge according to the seven-level charging standard. Moreover, many residents are unwilling to pay the property fees because the property service is not in place, and the owners and the property are wrangling with each other, which leads to more and more serious environmental problems in the community.

What is the responsibility of the property management company?

1, property management is safe. The property company shall take various measures to ensure the personal and property safety of the owners and users of the houses, manage the public security of the community, manage the fire safety of the community and manage the vehicles and personnel entering and leaving the community;

2. Property equipment management. Property equipment to be managed mainly includes water supply and drainage equipment, gas equipment, heating equipment, ventilation equipment and electrical equipment.

3. Property maintenance management. Property management enterprises shall, in accordance with the national property management standards, carry out maintenance and technical management of the properties they manage, including housing safety and quality management, housing maintenance technical management and housing maintenance construction management;

4. Property environmental management. Property management enterprises have the obligation to manage the environment of residential quarters to meet the standards set by the state, including pollution prevention, environmental cleaning and environmental greening.

5. Liaise with the government and public institutions on public facilities.

Property service charges should follow the principles of rationality, openness and adaptability between fees and service levels, and distinguish the nature and characteristics of different properties. The owners and the realty service enterprise shall, according to the charging standards for realty service formulated by the competent price department of the State Council in conjunction with the administrative department of construction of the State Council, stipulate in the realty service contract.

Article 41

The owner shall pay the property service fee in accordance with the provisions of the property service contract. If the owner and the user of the property agree that the user of the property shall pay the property service fee, the owner shall bear joint and several liability from the agreement.

Property that has been completed but has not been sold or handed over to the property buyer shall be paid by the construction unit.
