Why didn't China Merchants Bank participate in Zhengzhou citizen card binding?

I need to bring my valid ID card, ID card or household registration book, citizen card, bank card debit card or current passbook to the relevant citizen card cooperative bank outlets. If someone else handles it on his behalf, he must also carry the valid identity certificate of the agent. At present, the citizen card cooperative banks that can handle the binding business are: China Bank, Agricultural Bank, Industrial and Commercial Bank, China Construction Bank, Postal Savings Bank, China Merchants Bank and China CITIC Bank.

China Merchants Bank 1987 was established in Shekou, Shenzhen, and is a subsidiary of China Merchants Group. It is the first joint-stock commercial bank wholly owned by an enterprise legal person in China and the first pilot bank to promote banking reform from outside the system.
