Scope of application of measures

These Measures shall apply to the nationwide realty service enterprises and realty service management institutions, as well as the realty service objects and relevant stakeholders.

Formulation of charging standards

Property service enterprises and property service management institutions shall formulate property service charging standards in line with relevant state regulations and standards, and publicize them to property service objects and relevant stakeholders.

Charging method

Property service enterprises and property service management institutions shall collect property service fees in a reasonable, transparent and open manner, and shall not force bundled sales of other services or commodities.

Charging time

Property service enterprises and property service management institutions shall collect property service fees within the time limit agreed in the contract, and shall not arbitrarily change the charging period.

Charge voucher

Property service enterprises and property service management institutions shall provide charging vouchers to property service objects and relevant stakeholders, and keep charging records and vouchers.

Supervision charge

Property service enterprises and property service management institutions shall accept the supervision of the relevant competent departments and all sectors of society, timely announce the charging standards for property services and their adjustments, and report the charging situation to the regulatory authorities in accordance with the regulations.
