Regulations of Chengdu Municipality on Parks

Chapter I General Provisions Article 1 In order to strengthen the planning, construction, management and protection of parks, promote the development of parks, improve the ecological environment and beautify the city, these Regulations are formulated in accordance with the relevant provisions of the State Council's Regulations on Urban Greening, Sichuan's Regulations on Urban Landscaping and other laws and regulations, combined with the actual situation in Chengdu. Article 2 Parks as mentioned in these Regulations refer to places with recreation, sightseeing, disaster prevention and avoidance functions, relatively complete facilities, good green environment, open to the public, and the nature of urban public welfare infrastructure. Article 3 These Regulations shall apply to the planning, construction and management of parks within the administrative area of this Municipality. Article 4 The municipal, district (city) and county people's governments shall incorporate the park cause into the national economic and social development plan. The government is responsible for the maintenance and management of parks, and the maintenance and management expenses should be included in the financial budget.

Encourage natural persons, legal persons and other organizations to participate in the construction of investment parks or support their development by means of funding or donation. Fifth city garden administrative departments in charge of the city park work, responsible for the organization and implementation of these regulations.

District (city) county garden administrative departments shall be responsible for the management and supervision of parks within their respective administrative areas in accordance with the division of responsibilities.

The relevant administrative departments shall, in accordance with their respective responsibilities, be responsible for the relevant work of the park.

Park management agencies are responsible for the specific management work in the park. Article 6 Parks shall be managed by classification and classification.

The grades and categories of parks shall be determined and announced by the municipal administrative department of gardens in accordance with the relevant provisions. Chapter II Planning, Construction and Protection Article 7 The municipal garden administrative department shall, jointly with the relevant administrative departments, formulate the park development plan and implementation plan according to the overall urban planning, zoning planning and green space system planning of Chengdu, and implement it after being approved by the Municipal People's Government. Article 8 The municipal planning administrative department shall, jointly with the municipal land and garden administrative department, determine the scope of park construction land according to the park development plan and announce it to the public. No unit or individual may change the nature of park land without authorization.

If it is really necessary to change the nature of park land, an adjustment plan shall be formulated. Jinjiang District, Qingyang District, jinniu district, Wuhou District, chenghua district and other five urban areas shall be demonstrated by the municipal planning administrative department in conjunction with the municipal land and garden administrative department, put forward opinions and report to the Municipal People's government for approval. Other districts (cities) and counties shall be organized by the district (city) and county planning administrative departments in conjunction with the land and garden administrative departments to demonstrate and put forward opinions, which shall be submitted to the people's government at the same level for examination and approval, and reported to the municipal garden administrative departments for the record.

City and district (city) county garden administrative departments, in the demonstration of the plan to adjust the nature of park land, it should be announced to the public in advance and organize a hearing. Ninth new parks should be rationally laid out, giving priority to the area and location of historical and cultural sites, relics and natural landscape resources. Encourage the use of wasteland and wasteland to build parks.

Park site selection, by the planning administrative department in conjunction with the construction, land and garden administrative departments * * * with reconnaissance, by the planning administrative department issued by the construction project site submissions. Involving the protection of cultural relics, the opinions of the administrative department of cultural relics shall be sought. Article 10 The planning administrative department shall, jointly with the garden administrative department, delimit the scope of park protection and implement control and management. The height, volume, color and architectural style of all kinds of buildings (structures) within the protection scope of the park should be coordinated with the overall landscape of the park. Eleventh new construction, renovation and expansion of parks shall conform to the development plan of parks in this Municipality.

The planning and design of city parks at all levels shall be examined and approved in accordance with the following provisions:

(a) an area of 6,543,800 square meters, which shall be examined by the municipal administrative department of landscape architecture and approved according to legal procedures.

If the proportion of parks and green spaces that have been built does not meet the national standards, it should be gradually adjusted to meet the national standards. Thirteenth park design should be undertaken by units with corresponding landscape planning and design qualifications. The design of the park shall conform to the design specifications of the park. Fourteenth park construction and supervision shall be undertaken by units with corresponding qualification grades, and the construction and supervision units must carry out construction and supervision in accordance with the approved park design. Fifteenth park construction project design, construction, design and construction units shall be determined in accordance with the relevant provisions of the construction project bidding. Sixteenth park construction projects, after the completion of the acceptance by the construction unit, can be put into use, and reported to the competent department of landscape administration for the record. Seventeenth municipal pipelines such as water, electricity and gas in the park shall be concealed, and shall not damage the park landscape, and shall not be set in major scenic spots and tourist intensive activity areas, and shall not affect the growth of trees or endanger the personal and property safety of tourists.

If the park that has been built does not conform to the provisions of the preceding paragraph, it should be rebuilt. Eighteenth all kinds of facilities in the park should be adapted to the functions of the park and coordinated with the park landscape.

Flower beds, lawns, fountains, waterfalls, rockeries, sculptures, pavilions, cloisters and so on. Cultural connotation should be highlighted and cultural taste should be emphasized.

The number of public toilets, garbage bins, garden lights, garden chairs and other facilities should be set according to the design specifications of the park.

Commercial service facilities such as restaurants, teahouses, canteens and photo agencies should be planned in a unified way and the scale should be strictly controlled.
