According to the "Property Management Regulations", if the owner has recovered the house, the property fee will be paid regardless of whether the owner lives or not. Property fees are for most owners, not for the services provided by a certain owner.

Most of the property fees are aimed at the management of public parts of all owners and the maintenance of facilities and equipment, mostly for all owners of the whole community, and there is no service specifically for one owner. In this sense, the lack of use of the owner's house does not affect the development of services provided by the property management company to the whole community, such as security, cleaning and greening of public land, and maintenance of public equipment. Therefore, the fundamental object of property services is the owner's house, not the owner.

The owner shall pay the property service fee in accordance with the provisions of the property service contract. If the owner and the user of the property agree that the user of the property shall pay the property service fee, the owner shall bear joint and several liability from the agreement. Property that has been completed but has not been sold or handed over to the property buyer shall be paid by the construction unit.
