The third-level qualification management institution is a municipal organ and can only undertake projects locally; The second-level qualification is issued by the province, so the province is effective; The first-class qualification is issued by the national competent department, so it can be used all over the country.

But in practice, the provincial qualification can be passed, and the national qualification only exists in theory. In actual management, the general practice of undertaking projects across provinces is to set up local branches and handle the qualification of branches separately.

II. According to the relevant provisions of Article 4 of the Measures for the Administration of Property Enterprise Qualification:

1. The competent construction department of the State Council is responsible for the issuance and management of the qualification certificate of the first-class property service enterprise;

2. The competent construction departments of the people's governments of provinces and autonomous regions are responsible for the issuance and management of the qualification certificates of secondary property service enterprises, and the competent real estate departments of the people's governments of municipalities directly under the Central Government are responsible for the issuance and management of the qualification certificates of secondary and tertiary property service enterprises, and accept the guidance and supervision of the competent construction departments of the State Council.

3. The real estate administrative department of the municipal people's government with districts is responsible for the issuance and management of the qualification certificate of the three-level property service enterprise, and accepts the guidance and supervision of the construction administrative department of the people's government of the province or autonomous region.
