Safety management of cultural relics protection units, fire safety management of houses and safety management of elevators, water supply, heating, power supply, gas supply and other professional facilities and equipment shall be implemented in accordance with the provisions of relevant laws and regulations. Article 3 The term "house use safety management" as mentioned in these Regulations refers to the management activities implemented to ensure the safe use of houses, including safe use of houses, appraisal of house safety, management of dangerous houses and supervision and inspection. Article 5 The people's governments of cities, districts and counties shall include the funds needed for the safety management of housing use into the financial budget. The administrative department in charge of housing use safety determined by the county people's government is responsible for the daily supervision and management of housing use safety in this area.

Town people's government, street offices are responsible for urging residents' committees, property service enterprises and other units to investigate the hidden dangers of housing use safety, and assisting district and county housing use safety administrative departments and development zone management committees to do a good job in housing use safety supervision and management.
Emergency, resource planning, urban management, education, cultural tourism, sports, ethnic religion, health, commerce, finance, market supervision, public security and other relevant departments shall, according to their respective responsibilities, do a good job in the safety management of housing use. Article 7 The Municipal People's Government shall establish a housing use safety assistance system.
The municipal, district and county people's governments shall give appropriate subsidies to low-income and low-income families in the management of dangerous houses. Eighth housing safety administrative departments, development zone management committee, news media, property service enterprises and other units should take various forms to carry out publicity and education, popularize housing safety laws, regulations and knowledge, and improve public safety awareness. Chapter II Responsibility for Safe Use of Houses Article 9 The construction units, survey units, design units, construction units and project supervision units shall bear the responsibility for the quality and safety of houses and fulfill the obligations of warranty and quality defect control in accordance with laws, regulations and contracts. However, damage caused by improper use, third party liability or force majeure is excluded. Tenth owners are responsible for the safety of the use of houses. Housing is owned by the state or the collective, and its management unit is the person responsible for housing safety.
If the owner's whereabouts are unknown and the ownership of the house is unknown, the custodian shall be the person responsible for the safety of the use of the house; If there is no custodian, the user is the person responsible for the safety of the house. (1) Daily management of inspection, repair and maintenance;

When a user of a house finds a potential safety hazard, he shall promptly notify the person responsible for the use of the house, and cooperate with the inspection, maintenance, conservation, safety appraisal and risk management of the house. Seventeenth prohibit the following acts endangering the safety of housing use:
(1) Dismantling or destroying walls, beams, slabs, piers, columns and other main bodies and load-bearing structures without the consent of the original design unit or a design unit with corresponding qualification grade;
(two) the demolition of non-load-bearing structures with overall seismic and fire prevention functions;
(three) excessive increase in housing load;
(4) reduce the indoor elevation of the bottom floor;
(five) installation of facilities and equipment that affect the structural safety of buildings;
(six) unauthorized change of housing purposes;
(seven) excavation and expansion of the basement;
(eight) illegal buildings on the roof;
(nine) other acts that endanger the safety of housing use.
