Article 39

The early property service charges are subject to government-guided prices. The municipal development and reform department shall, jointly with the municipal housing and urban-rural construction administrative department, comprehensively consider the contents, standards, costs and affordability of property services, formulate corresponding service charging standards in accordance with the prescribed pricing procedures and service levels, and implement them after being announced to the public, and make timely adjustments according to changes in the cost of property services.

In the prophase realty service contract signed by the construction unit and the publicly selected prophase realty service enterprise, the specific charging standard shall be agreed within the charging standard of the realty service level formulated by the government, and the materials such as realty service and charging standard shall be submitted to the local development and reform department and the administrative department of housing and urban and rural construction in accordance with the principle of territorial management. ?
