At present, there are 65 articles in Chapter VII of the Bill, including owners' meetings and owners' committees, early property management, property management services, use and maintenance of properties, and so on. , but there is nothing about the owner. In this regard, Dong, a member of the Standing Committee of the Provincial People's Congress, suggested adding the "owner" clause to clearly write down the rights and responsibilities of the owner.

The owner's refusal to pay the property fee is also a headache for the property company. In this regard, the bill stipulates that if the owners refuse to pay the property service fee, fail to pay the special maintenance funds, and have other behaviors that damage the rights and interests of the owners, the owners' assembly may restrict the exercise of their management rights in the management statute and the rules of procedure of the owners' assembly, and the owners' committee will record them in the personal credit file and bring them into the unified management of the community.
