Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Law of People's Republic of China (PRC) on Animal Epidemic Prevention, the Law of People's Republic of China (PRC) on Public Security Administration Punishment, the Regulations of Tai 'an Municipality on Promoting Civilized Behavior and other laws and regulations, in combination with the actual situation of this Municipality, in order to strengthen the management of dog raising, standardize the behavior of dog raising, ensure the personal safety and health of citizens, and maintain social public order and city appearance and environmental sanitation. Article 2 These Measures shall apply to the immunization, registration, feeding, shelter, adoption, management and related management activities of dogs within the administrative area of this Municipality.

Where there are other provisions in laws and regulations on the management of special dogs such as guides, helpers and helpers, and special dogs kept by zoos, scientific research institutions and professional performance groups, such provisions shall prevail.

These Measures are not applicable to the management of military and police dogs. Article 3 Dog-raising management shall follow the principles of supervision by government departments, participation by grass-roots organizations, self-discipline of dog owners and supervision by the public. Article 4 The people's governments of cities and counties (cities, districts) shall strengthen their leadership over dog management, establish a coordination mechanism for dog management, organize and coordinate the solution of major problems in dog management, and incorporate the funds required for dog management into the fiscal budget at the corresponding level. Article 5 The public security organ is the competent department in charge of dog management, and is responsible for dog registration, establishment of dog management service information system, establishment and management of dog breeding places, catching stray dogs, culling rabies, and investigating and dealing with relevant illegal dog raising behaviors according to law.

Urban management department (comprehensive law enforcement department) is responsible for investigating the behavior of raising dogs that affects the city appearance and environmental sanitation and does not lead dogs out according to regulations.

The competent agricultural and rural departments are responsible for the immunization, quarantine, epidemic control and harmless treatment of dogs.

The market supervision department is responsible for the supervision and management of dog business activities.

Development and reform, civil affairs, finance, housing and urban construction, health and other departments in accordance with their respective responsibilities, do a good job in dog management.

Township people's governments and sub-district offices shall cooperate with relevant administrative departments to do a good job in dog management. Article 6 Residents' committees, villagers' committees, owners' committees and realty service enterprises shall assist the relevant administrative departments to do a good job in dog-raising management, and may organize the formulation of civilized dog-raising regulations and supervise their implementation, and urge dog owners to raise dogs in a civilized manner according to law.

The residents' committees and villagers' committees shall mediate disputes caused by raising dogs according to law. Seventh dog management in accordance with the key management areas and general management areas to implement district management.

Taohuayuan Road and G3 Expressway are east of Tai 'an main city, and Taixin Expressway is north. The connecting line between Laitai Expressway and Taixin Expressway extends to the west of Tang Ming Road and south of Huanshan Road. East of G3 Expressway, north of Yitianmen Street, west of beijing-shanghai railway and south of Taixin Expressway; The areas from Taohuayuan Road to the east of Taohuayu entrance, to the north of Huanshan Road, and from Tianzhu Peak Road to the west of the closing ceremony (except the core area of Taishan Scenic Area) are the key management areas. Other areas are general management areas.

The Municipal People's Government may, according to the actual situation, adjust the key dog management areas specified in the preceding paragraph and announce them to the public.

County (city) people's governments may, according to the present situation of urban construction and population density, determine and adjust the key management areas within their respective administrative areas, and announce them to the public. Eighth departments in charge of dog management and news media such as radio, television, newspapers and websites should strengthen social morality education and public welfare propaganda on civilized dog raising knowledge, and guide dog owners to raise dogs in accordance with the law. Article 9 Any individual or unit has the right to dissuade, complain and report illegal dog-raising behavior. The relevant administrative departments shall promptly handle complaints and reports, and inform the complainants and informants of the results. Chapter II Immunization and Registration Article 10 Dogs shall be immunized against rabies. Dog owners should take their dogs to the immune units determined by the competent departments of agriculture and rural areas for rabies vaccination within the following period:

(a) within fifteen days from the date of birth of a three-month-old puppy;

(two) dogs that have been immunized before the expiration of the immunization interval;

(three) other dogs, within fifteen days from the date when the dog owner obtains the dog. Article 11 An immunization unit shall vaccinate dogs that meet the immunization conditions against rabies, issue a dog immunization certificate, and input the immunization information into the dog management service information system.

Dogs in key management areas are implanted with electronic signs when vaccinated with rabies vaccine. Twelfth in the key management areas, it is forbidden to raise and sell strong dogs included in the list of prohibited breeds in this Municipality.

In the general management area, the breeding of strong dogs included in the list of prohibited breeds in this Municipality shall be carried out by tethering or captivity; Except for immunization, diagnosis and treatment, it shall not be taken out; If it is necessary for immunization and diagnosis and treatment, it should be put into a dog cage.

It is forbidden to raise strong dogs included in the list of prohibited breeds in this Municipality in urban residential areas.

The list of breeds that are prohibited from raising dogs in this Municipality shall be determined by the public security organs in conjunction with the competent agricultural and rural departments and announced to the public. Thirteenth individual dogs should have full capacity for civil conduct, and have a fixed residence in this city. Units that raise dogs should have special places and safety protection facilities, implement captivity, and determine the personnel responsible for dog management.
