Regulations of Guizhou Province on Elevator

Chapter I General Provisions Article 1 In order to strengthen elevator management and ensure personal and property safety, these Regulations are formulated in accordance with the provisions of the Law of the People's Republic of China on Safety of Special Equipment, the Regulations on Property Management and relevant laws and regulations, and in combination with the actual situation of this province. Article 2 These Regulations shall apply to the production (including design, manufacture, installation, renovation and maintenance), operation, use, maintenance, inspection, supervision and management of elevators within the administrative area of this province, as well as the comprehensive management of residential elevators.

These provisions do not apply to elevators installed in non-public places and used only by a single family. Article 3 Elevator management adheres to the principles of safety first, serving the people, supervision according to law and diversified governance, and implements territorial management and graded responsibility. Article 4 People's governments at or above the county level shall strengthen their leadership over elevator management, urge relevant departments to perform their duties of elevator supervision and management according to law, establish and improve the coordination mechanism of elevator management, and coordinate and solve major problems in elevator management.

Township people's governments, neighborhood offices (community service management agencies) and development zone management agencies shall assist relevant departments in elevator management and coordinate and solve problems in elevator use and maintenance. Article 5 The market supervision department shall be responsible for the supervision and management of elevator safety, use information technologies such as big data, Internet and Internet of Things to improve the service and management level of elevators, promote the informatization construction of elevator management, and establish a safety traceability system.

The housing and urban-rural construction department is responsible for the quality supervision of civil works such as elevator rooms and shafts in housing construction and municipal infrastructure projects, coordinating the application and use of special housing maintenance funds, supervising and managing elevator configuration jointly with relevant departments, and guiding property service enterprises responsible for elevator use management jointly with market supervision departments to strengthen elevator use management and maintenance.

The communication management department is responsible for urging the basic telecom operators to strengthen the coverage of mobile communication signals in the elevator car.

Development and reform, education, public security, finance, transportation, emergency, insurance supervision and other departments and planning departments shall do a good job in elevator supervision and management according to their respective responsibilities. Article 6 Market supervision departments and relevant departments shall strengthen the publicity and popularization of laws and regulations on special equipment and elevator safety knowledge, advocate civilized elevator riding, and enhance public safety awareness.

Encourage the news media, schools, social organizations and grassroots mass autonomous organizations to carry out publicity and education on elevator safety knowledge. Seventh elevator production, use, maintenance and other units in accordance with the provisions of relevant laws and administrative regulations to buy elevator liability insurance. Eighth elevator industry associations should strengthen industry self-discipline, promote the construction of industry credit system, and organize elevator safety publicity and other activities. Article 9 Any unit or individual has the right to complain and report elevator violations to the market supervision department and relevant departments. Chapter II Production and Operation Article 10 The architectural design unit shall design the number and parameters of elevators in strict accordance with the requirements of relevant laws, regulations and standards, set up the installation space of mobile communication facilities in hoistways and cars, ensure that the elevator selection, configuration and communication equipment are compatible with the building structure and use requirements, and comprehensively consider the functional requirements such as safety, first aid, fire fighting and accessibility.

The provincial standardization administrative department shall, jointly with relevant departments, formulate local standards for elevator selection and configuration. Article 11 The construction unit shall select, configure and purchase elevators in accordance with relevant safety technical specifications and standards, elevator engineering design documents and contract requirements, and reserve pipe holes and installation space for facilities required for building elevator car communication network. Twelfth new residential elevators, existing residential elevators and elevators in public gathering places, the power supply system is not equipped with dual-circuit power supply, it should be equipped with standby power supply or install elevator emergency leveling device.

When installing elevators in newly-built houses, existing houses and public gathering places, elevator video operation monitoring system shall be installed, and video information shall be kept for at least 30 days. The use and management of video information content shall comply with the relevant provisions of the state. Thirteenth elevator production units shall not affect the normal operation and maintenance of elevators by setting technical barriers such as passwords. Fourteenth elevator production units shall carry out elevator safety education and skill training for elevator operators, and conduct assessment to ensure that elevator operators have the necessary elevator safety knowledge and operation skills. Article 15 An elevator manufacturing unit shall ensure the supply of accessories for the elevators it manufactures, conduct follow-up investigation and understanding of the safe operation of the elevators it manufactures, and provide the following technical guidance and services for elevator maintenance units or users:

(a) to guide the formulation of special emergency plans for elevator accidents;

(two) to provide emergency elevator parts and corresponding technical support;

(three) to provide elevator management, emergency response and other knowledge and skills training. Article 16 The quality, safety performance and energy efficiency indexes of elevators and their parts shall meet the requirements of laws and regulations, elevator safety technical specifications and relevant standards. From the date of delivery, the quality guarantee period of the whole elevator shall not be less than 2 years. During the quality guarantee period, the manufacturing unit or its entrusted maintenance unit with corresponding qualifications shall provide maintenance free of charge, and repair the quality problems free of charge. If there is an identity defect that endangers safety, the elevator manufacturing unit shall take the initiative to recall it in accordance with relevant state regulations; If the elevator manufacturing unit fails to implement the recall, the market supervision department shall order the recall.

When the elevator leaves the factory, the elevator manufacturing unit shall provide the following relevant technical data and documents, and set up product nameplates, safety warning signs and their descriptions in a prominent position of the elevator.

(a) design documents (including electrical schematic diagram or hydraulic system diagram);

(2) Product quality certificate;

(3) Instructions on installation, use and maintenance;

(4) elevator parts list;

(five) technical guidance documents for emergency response;

(six) other technical information and documents required by laws, regulations and relevant provisions of the state.
