South Taihu New District plans to adjust the talent purchase policy!

On September 28th, the Management Committee of Huzhou Nantaihu New District issued an announcement, soliciting public opinions on the phased adjustment of relevant policies in the Implementation Measures of "Gathering Nantaihu and Zhihui Science and Technology City" in Huzhou Nantaihu New District (Trial).

In order to fully implement the decision-making arrangements of the CPC Central Committee and the State Council on "two stabilities and one guarantee" and "striving for progress and improving quality while maintaining stability", we will accelerate the attraction of young talents to the new district for innovation and entrepreneurship in accordance with the requirements of "three gathers, three guarantees and three implementations" in the whole region to help enterprises tide over the difficulties. After research, it is proposed to adjust the relevant policies in the Implementation Measures for the Project of "Gathering South Taihu Lake and Zhihui Science and Technology City" in Huzhou South Taihu New District (Trial). The contents of the adjustment are now published as follows, soliciting opinions from all walks of life. If you have any amendments and suggestions, please send them back to the mailbox before September 30, 2022.

First, adjust the subsidy target. The clear target is college graduates and all kinds of talents who started business in Huzhou from June 10 to February 1 2022 and paid social insurance premiums according to law, and bought new commercial housing for the first time in the designated area of South Taihu New District. Buying a house for the first time is subject to the commercial housing sales contract signed online, and the time to come to Huzhou for employment and entrepreneurship must be earlier than the time to buy a house.

Second, adjust the subsidy standard. From the original three-year distribution to one-time subsidy distribution, the longest period generally does not exceed 12 months. Increase intermediate technicians (one-time subsidy of 6.5438+0.5 million yuan), assistant technicians (one-time subsidy of 70,000 yuan), intermediate workers (one-time subsidy of 50,000 yuan) and junior workers (one-time subsidy of 30,000 yuan), and the remaining total amount remains unchanged. When a couple buys a house, one party enjoys it in full and the other party enjoys it in half.

Third, the appraisal of the first suite. Buying a house for the first time means that I, my spouse and minor children can enjoy the housing subsidy policy if they do not build new commercial housing within the designated scope before September 30, 2022 (inclusive) and do not enjoy the talent housing subsidy within Huzhou. From September 20, 2022 (inclusive), those with online signing cancellation records within the scope of South Taihu New District will not be included in the subsidy object.

Fourth, the academic qualifications are recognized by the state (Xuexin.com certification). Those who have obtained academic qualifications after full-time study outside the country (territory) and are recognized as having the same academic qualifications can apply for subsidies according to the same standards (proof of foreign academic degrees issued by the Study Abroad Service Center of the Ministry of Education is required). Graduates of former "985", "2 1 1" and "double-class" universities or disciplines with part-time undergraduate degrees enjoy housing subsidies according to the standards of ordinary undergraduate graduates. Talents with a total housing subsidy of more than 400,000 yuan (inclusive) need to find jobs and start businesses within the scope of South Taihu New District and pay social insurance premiums according to law (except Huzhou College and Huzhou Vocational and Technical College have social security relations).

Fifth, adjust the scope of purchase.

Define the scope of South Taihu New Area as follows:

1. Changdong area (future city of South Taihu Lake): the enclosed area east of Changdu Port, west of Daqian Port and north of Sanhuan North Road.

2. Mei Dong area: east of Xiaomei Port, south of Binhu Avenue, west of Zhou Zhen Road, the enclosed area of Yaojiaba Road-Zhenze Road-Jiankang Road-Emerald Lake-Wenquan Road.

3. Renhuangshan area: the enclosed area east of golf club, south of Yangshan, west of Huzhou Middle School and north of Tongxin Road.

4. Fenghuang District: ① the enclosed area east of Daxiang Road, south of Longxi North Road, west of Lingyang Road and north of Textile Road; ② The enclosed area to the east of the Second Ring Road West, to the south of Hangchangqiao North Road, to the west of Chen Qiao South Road and to the north of the electromechanical circuit.

5. Southwest Region (Huzhou Science and Technology City, Tiegongshui Logistics Park):

① The enclosed area east of Waizhuang Road, south of Hongqi Road, west of Hengzhutang River and north of Hongfeng Road;

6. The enclosed area east of Zhanqian Road, south of Yang Huan Road, west of Hezhi Road and north of Hongfeng Road West Extension;
