According to the relevant regulations, generally speaking, as a unit resident or the whole community, the sewer pipe is used by * * * *, and its maintenance obligation is borne by the owner or property manager who has the right to use * * * *. If the sewer pipe is blocked by one household, then the household has the obligation to repair or dredge it.
If the sewage pipe design is unreasonable, causing sediment blockage, it should be the responsibility of the real estate development department. If there is no problem with the design, it has passed the project acceptance and the residents are responsible for maintenance.
Legal basis: Article 6 of the Detailed Rules for the Implementation of the State Council Property Management Regulations is the owner of the house.
Owners enjoy the following rights in property management activities:

(seven) to supervise the realty service enterprise to perform the realty service contract;
(eight) the right to know and supervise the use of * * * parts of the property, * * facilities and equipment and related sites;
(nine) to supervise the management and use of special maintenance funds for * * * parts of the property and * * * facilities and equipment (hereinafter referred to as special maintenance funds);
(ten) other rights stipulated by laws and regulations.
