Regulations of Baotou Municipality on Property Management
The term "property management" as mentioned in these Regulations refers to the maintenance, conservation and management of buildings and their ancillary facilities and related sites by the owners themselves or by entrusting property service enterprises or other managers, so as to maintain the environmental sanitation and order in the relevant areas. Article 3 The municipal real estate administrative department shall be responsible for the supervision and management of property management activities in this Municipality, and may entrust the municipal property management institution to exercise the daily supervision and management duties of urban property management activities.

A property management area establishes an owners' meeting. The owners' committee is the executive body of the owners' congress. The head of the preparatory group is the representative of the street office or the town people's government. Thirteenth owners of the preparatory group to perform the following duties:
(a) to formulate the owners' convention (draft) and the rules of procedure of the owners' congress (draft);
(two) to formulate the measures for the election of the owners' committee (draft);
(three) to verify the identity of the registered owner and the area of the exclusive part of the building;
(four) put forward the list of candidates for members of the owners' committee;
(five) to determine the time, place, form and content of the first owners' meeting;
(six) other preparations for the first meeting of the owners' congress.
The contents specified in the preceding paragraph shall be publicized in the property management area in written form fifteen days before the first meeting of the owners' general assembly. If the owner has any objection to the identification of the owner and the confirmation of the exclusive area of the building, the preparatory group shall conduct a review. Article 14 The owners' congress is composed of all owners in a property management area. If there are a large number of owners, you can recommend the owners' representatives to attend the owners' meeting in written form such as buildings, units and floors.
The owners' representative shall, three days before attending the meeting of the owners' congress, solicit the opinions of the recommenders in writing on the matters to be discussed at the meeting of the owners' congress.
