Chapter 1 General Provisions? Article 1 In order to strengthen the management of recycling of renewable resources, standardize the recycling behavior of renewable resources, promote the recycling of renewable resources, save resources, protect the environment and promote the development of circular economy, these Regulations are formulated in accordance with the relevant laws and regulations of the state and combined with the actual situation of this Municipality. ? Article 2 The term "renewable resources" as mentioned in these Regulations refers to all kinds of wastes that have completely or partially lost their original use value and can regain their use value after recycling and processing.

Renewable resources include old things, scrap metal, waste electronic products, waste electromechanical equipment and its parts, waste paper-making raw materials (such as waste paper and cotton), waste light chemical raw materials (such as rubber, plastics, pesticide packaging materials, animal bones, hair, etc.). ), waste glass, etc. ?

Where there are other provisions in laws and regulations on the recycling of hazardous waste, scrapped cars, medical waste and solid waste, those provisions shall prevail. Article 3 Units and individuals engaged in the recycling of renewable resources and related activities within the administrative area of this Municipality shall abide by these Regulations. ? Article 4 The supply and marketing cooperatives of cities, counties (cities) and districts are the competent departments for recycling renewable resources, and the municipal recycling management institutions shall, in accordance with the division of responsibilities, do a good job in the daily management of recycling renewable resources within their respective administrative areas.

Departments of development and reform, public security, industry and commerce, environmental protection, urban management, commerce, price, finance, taxation, science and technology, and township people's governments and subdistrict offices shall, according to their respective functions and duties, do a good job in the management of renewable resources recovery. Article 5 The competent department of renewable resources recovery shall, jointly with relevant departments, prepare the development plan of renewable resources industry, which shall be organized and implemented by the competent department of renewable resources recovery after being approved by the municipal government. ?

The competent department of renewable resources recovery shall, jointly with the planning, environmental protection and other relevant departments, formulate a renewable resources recovery system plan and establish a standardized renewable resources recovery network in accordance with the principles of overall planning, rational layout and environmental protection, combined with the city's economic development level, population density and environmental resources.

City, county (city), district development and reform department shall, jointly with the competent department of renewable resources recovery at the same level, formulate the comprehensive utilization plan and related policies of renewable resources in this city, county (city) and district, and organize the coordination and industrialization demonstration work on major issues of resource conservation and comprehensive utilization of renewable resources. ? Article 6 The renewable resources industry association is a non-profit social organization, which implements self-discipline management in accordance with its articles of association, formulates and urges its members to abide by industry norms according to law, safeguards the interests of the industry and the legitimate rights and interests of its members, and accepts the supervision and guidance of relevant administrative departments. ? Seventh people's governments at all levels should carry out publicity and education work on recycling renewable resources, popularize the knowledge of comprehensive utilization of renewable resources, and enhance the awareness of the whole people to save resources and protect the environment. ?

Encourage units and individuals to classify, accumulate and sell renewable resources, and encourage the harmless and recycling of renewable resources.

Encourage and support the construction of renewable resources recovery system and related scientific research, technology development and promotion, and implement preferential policies for enterprises that develop and utilize renewable resources. ? Chapter II Recycling Management? Article 8 The establishment of a business place for recycling renewable resources shall conform to the requirements of the city's industry development, recycling system construction planning and environmental protection, and shall not build or set up a recycling distribution market for renewable resources in urban trunk roads, spillways, both sides of rivers and water source protection areas; It is not allowed to set up renewable resources business outlets near schools, hospitals, railways, mining areas, docks, military restricted zones and large industrial and mining enterprises on both sides of the main roads in the city. ? Ninth, gradually establish a recycling network of renewable resources based on urban communities and towns. Planning departments should reserve not less than 20 square meters of renewable resources recycling stations (points) when approving new residential areas; For completed residential areas, the subdistrict office shall reasonably determine the site of the recycling station (point) according to the number of households and the area, and the site may be provided by the owners' committee or the property enterprise entrusted by it. ?

People's governments at all levels shall set up garbage sorting and recycling devices, and community residents' autonomous organizations shall encourage and guide residents to sort and treat domestic garbage. ? Tenth enterprises and individual operators engaged in renewable resources recycling activities, site selection should be in line with the planning of renewable resources recycling system construction, site construction and facilities should be in line with the norms of renewable resources recycling network construction. ? Eleventh units and individuals engaged in renewable resources recycling business activities shall meet the requirements of industrial and commercial administration registration and apply for business licenses according to law. ?

The administrative department for industry and commerce shall issue a business license in accordance with the layout plan of renewable resource recycling outlets. ? Article 12 Operators of renewable resources recycling and promoters of renewable resources trading markets (including flea markets, the same below) shall, within 30 days from the date of obtaining business licenses or changing business conditions, go through the filing formalities with the municipal competent department of renewable resources recycling. Operators of scrap metal recycling resources shall also go through the filing formalities with the local public security organ within 15 days from the date of obtaining the business license. If the business situation changes, it shall notify the public security organ in writing within 15 days from the date of cancellation or change. Thirteenth renewable resources recycling stations (points) operators shall comply with the following provisions:

(a) renewable resources recycling stations (points) shall comply with the provisions of environmental sanitation and environmental protection; ?

(two) the recycling point of renewable resources shall keep the surrounding environment clean and tidy, and shall not pile up articles or burn wastes outside the recycling station (point); ?

(three) shall not engage in any form of processing, production and business activities inside and outside the recycling station (point);

(four) there are necessary non-proliferation and anti-leakage facilities, which shall not affect the surrounding environment;

(five) shall not arbitrarily change the location of renewable resources recycling stations (points);

(six) the implementation of fire control, public security and other management regulations, equipped with necessary fire control facilities to ensure safe operation; ?

(seven) there shall be no other acts in violation of laws and regulations. ?
