Who will pay for the renovation of one household and one meter?

If the owners in the community do not have a separate account in the power supply company, but are charged by the master table, which is shared by the owners, then there should be a master table in the community, and the electricity fee of the community should be charged based on the master table. Then the property will send a copy of the electricity consumption data to each owner's home, and then calculate the average value of each kilowatt-hour or set a price to charge the user for electricity (the road loss in the community and the electricity consumption of public facilities such as street lamps, stairs and walkways shall be borne by the owner, either calculated in each household's electricity account or charged in the property fee). There is also a master meter near the power supply company, but it is not charged according to this (there is road loss between this master meter and the master meter of the community, and the road loss is borne by the state).

The cost of "one household, one meter" renovation:

Taking the transformation of "one household, one meter" for urban residents in Zaozhuang as an example;

The renovation fund for each household of urban residents' water meter renovation project is 1 000 yuan, and the required funds shall be shared by the government, water supply enterprises, residential property units or water users. Transformation funds are raised in two ways:

(1) Four-party sharing: the original property unit of the house shall bear 200 yuan, the water user shall bear 300 yuan, the government shall bear 300 yuan, and the water supply enterprise shall bear 200 yuan.

(2) Three-party investment (residential units without original property rights): water users will bear 500 yuan, the government will bear 300 yuan, and water supply enterprises will bear 200 yuan.

The property right of the water supply company belongs to the main account, including the public pipes outside the main account, so the company should bear all the expenses. The part of the family table should be borne by the family.

China tap water

In the water supply industry, there has always been a debate about who is the earliest water supply city. Shanghai is one of them, because it established the first water plant in China at 188 1. In fact, the history of tap water in Dalian can be traced back to 1879. (The water supply construction in the following table 1 has nothing to do with the China municipal government and is not included in the ranking).

At the end of the Qing Dynasty, Li Hongzhang, Minister of Beiyang, played "Chiseling Stones to Get Springs" to the Qing court, and built the first set of water supply facilities in China in Yinglongquan, Lushun Navy, which initiated the water supply in modern China. This water supply project took 10 years, with 1 pool built, 728m tunnel built, and 6180m water pipes made of ceramics and cast iron, which can supply water for more than 20,000 people. Its water supply function lasted for 100 years.

In the National Archives, you can find the complete inscriptions of Li Hongzhang's memorial and Long Yinquan. As we all know, Dalian was the first water supply city in modern China.

Tap water is drinking water produced by professional equipment through many complicated technological processes. The treatment process of tap water is as follows:

First of all, the water source must be pumped from rivers and lakes to water plants (the amount of water taken in different regions is different, and the water source directly affects the drinking water quality in a region);

Then after coagulation, sedimentation, filtration and disinfection, it is pumped into the tap water pipeline by the water pump under high pressure. Generally, the main pipeline adopts prestressed concrete pipe, steel pipe, PE pipe, ductile iron pipe and other pipes;

Finally, it is diverted to the user's faucet. The whole process has to go through many water quality tests, and some places have to go through secondary pressurization and secondary disinfection before they can enter the user's home.
