If the new house is not renovated, do people have to pay property fees?
Property management fees refer to the property management fees paid by the owners to the property service enterprises, such as public facilities, public green spaces and public service facilities. According to the agreement of the property management contract, the property service enterprise needs to spend a certain amount of manpower and material resources to maintain and manage the public facilities, public green space and public service facilities in the residential area, so it needs to charge the property fee from the owner.
The conditions for paying property fees include the following:
1. Owner's identity: the property fee is the fee charged by the property service enterprise to the owner, so the premise of paying the property fee is the owner, that is, the owner of the house. Tenants living in rental houses generally do not need to pay property fees directly to property service companies, but the owners pay them on their behalf;
2. Scope of property management: The premise of paying the property fee is that the property service enterprise manages and maintains the public facilities, public green spaces and public service facilities in the house or community. If there is no property service enterprise to provide property management services in the house or community, the owner does not need to pay property fees;
3. Payment standard: The owner needs to pay the property fee according to the property management fee standard set by the property service enterprise. Different property service enterprises and different communities may have different property management fees, so owners need to inquire about specific property management fees from property service enterprises.
4. Payment time: The payment time of the property fee is generally agreed by the property service enterprise in the property management contract, and the owner needs to pay the property fee in time according to the agreed time. If the owner fails to pay the property fee within the time limit, the property service enterprise may take corresponding recovery measures in accordance with the contract.
To sum up, paying property fees is one of the legal obligations of the owners. If the owner refuses to pay the property fee, the property service enterprise has the right to take corresponding legal measures to safeguard its legitimate rights and interests.

Within the property management area, water supply, power supply, gas supply, heating, communication, cable TV and other units shall charge relevant fees to the end users.
Where a realty service enterprise accepts the entrustment to collect the fees mentioned in the preceding paragraph, it shall not collect additional fees such as handling fees from the owners.
