Conditions for establishing a temporary owners' committee

The conditions for establishing the owners' committee are as follows:

1, and the occupancy rate of residential owners is over 50%;

2. The delivery time of the first batch of properties in the community has reached 2 years and the occupancy rate of the owners has reached more than 30%;

3. The delivery time of the first batch of properties in the community is more than 3 years.

Legal objectivity:

Article 10 of the Regulations on Property Management stipulates that the owners in the same property management area shall set up the owners' meeting and elect the owners' committee under the guidance of the real estate administrative department of the district or county people's government where the property is located or the sub-district office or the township people's government. However, if there is only one owner, or if the number of owners is small and all owners agree unanimously, it is decided not to set up the owners' meeting, and the owners will jointly perform the duties of the owners' meeting and the owners' committee.
