The release of the Action Plan is of great significance for fully implementing the regulations, building the city's property management system, standardizing the main behaviors of all parties in property management, and improving the overall level of property services. Among them, there are many bright spots, which are closely related to people's lives. For example, the establishment rate of industry committees (property management committees), the coverage rate of property services in residential quarters, especially in old quarters, and the coverage rate of party organizations are clearly put forward; Put forward to improve the credit evaluation mechanism of property service enterprises and strengthen the management of entry and exit of property service enterprises; It is planned to combine the comprehensive renovation of old residential areas with simultaneous reconstruction and continue to raise special maintenance funds for residential buildings.
The Action Plan also puts forward six key tasks.
First, improve the supervision and management system of cities, districts, streets (townships) and communities, clearly establish the municipal joint meeting system of property management, and require all districts to promote property management as the "number one" project as a whole, and clarify the main responsibilities and specific responsibilities of streets (townships) and communities;

The fifth is to promote the solution of key and difficult problems, focus on the reality of property management in this city, put forward specific requirements for establishing the property management mechanism of old residential quarters, deepening the reform of residential special maintenance funds, and continuing to do a good job of "handling complaints immediately" and "reporting immediately", and encourage all districts to actively explore and innovate around difficult issues;
Sixth, improve the intelligent level of property management. Improve the basic database of residential quarters, integrate multi-department data resources, build a property management information service system covering government management, housing information, owner information, enterprise credit, operation of industry committees (property management committees) and maintenance fund management, increase the promotion and application of "Beijing Owners" APP, and realize hierarchical management, data sharing and dynamic update.
In order to ensure its implementation, the Action Plan also identified a series of safeguard measures. At present, the Beijing Municipal Commission of Housing and Urban-Rural Development has set up a special class for the materialization of property management, which has incorporated the property management work into the street work and the "reporting and reporting" reform work in the city. The relevant departments of the city have simultaneously introduced the work plan of party building leading property management.
