The current regulations can no longer meet the needs of property management in our city under the new situation. Representatives of the Municipal People's Congress and CPPCC members have put forward many suggestions and proposals, demanding that the existing laws and regulations be revised as soon as possible. On the other hand, the Property Law of People's Republic of China (PRC), which came into effect on June 65438+1 October12007, and the revised Property Management Regulations of the State Council have given some new contents to property management, and clearly defined the voting rights of owners, the effectiveness of decisions of owners' general meeting and owners' committee, etc. There are many inconsistencies between the current regulations of our city and the provisions of the superior law. Therefore, according to the spirit of the Property Law and the revised Property Management Regulations of the State Council, it is very necessary to re-enact the Chongqing Property Management Regulations in combination with the actual situation of our city.

The revision of Chongqing Property Management Regulations took five years. During the revision process, 16 demonstration meeting and 1 1 symposium were held to solicit opinions from all walks of life. The Standing Committee of the Municipal People's Congress also held a legislative hearing to listen to the opinions of the general public. Combined with the actual situation of our city, the Legislative Affairs Office of the Municipal People's Congress and the municipal government, together with our bureau, repeatedly studied, discussed and revised, and finally passed.
