There is no right to force price increases.

Commercial electricity is generally priced by peak-valley electricity meter, but it is rarely used by end users, so it is usually the property that converts peak-valley electricity into standard unit price, plus a certain line loss (there will be a certain loss when 380V electricity is converted into 220V electricity), which is the final electricity price.
