The district people's governments (administrative committees) are fully responsible for the snow removal work within their respective jurisdictions, with the district head (director of the administrative Committee) as the first responsible person; The urban snow removal management department (institution) under the District People's Government (Administrative Committee) is responsible for the specific work. ?

Public security, transportation, industry and commerce, education, finance, price and other relevant departments shall do a good job in snow removal according to their respective responsibilities; News units should broadcast snow removal notices and report snow removal trends in a timely manner. ? Article 4 Snow removal shall be mainly voluntary, and shall be carried out by combining professional teams with social forces, and combining labor with machinery in accordance with the principles of regional management, graded responsibility and all-in-one responsibility. ? Fifth encourage and support units and individuals to set up snow removal and cleaning companies according to law, provide paid services, and gradually realize the marketization and industrialization of snow removal. ? Article 6 The Municipal People's Government shall sign a letter of responsibility with the District People's Government (Administrative Committee), the District People's Government (Administrative Committee) and the subdistrict office (Town People's Government), the urban snow removal management department (institution) or the subdistrict office (Town People's Government) and the snow removal responsibility unit within its jurisdiction. ?

Establish a snow removal deposit system, urge the District People's Government (Administrative Committee) and sub-district offices (Town People's Government) to perform their duties and effectively organize snow removal work within their respective jurisdictions. Before the annual snow removal work begins, the District People's Government shall pay the snow removal deposit of 65,438+10,000 yuan to the Municipal People's Government, and the Administrative Committee shall pay the snow removal deposit of 50,000 yuan to the Municipal People's Government; Sub-district offices (Town People's Government) shall pay the snow removal deposit to the local District People's Government (Administrative Committee), and the specific amount shall be determined by the District People's Government (Administrative Committee). After the annual snow removal work, if the snow removal standard is reached, all the snow removal deposits will be refunded; If the snow removal standard is not met, the snow removal deposit will be partially refunded or not, and the paid snow removal deposit will be used to supplement the snow removal service fee and incentive funds. ?

It is forbidden to collect snow removal deposit from any other unit or individual. ? Seventh snow removal work should be divided into responsibilities in accordance with the following provisions:

Article 8 The division of snow removal responsibility sections shall be based on the total number of registered employees of snow removal units, the number of employees of individual operators and the number of registered employees of colleges and technical secondary schools, with the standard of 25-35 square meters per capita. ?

For units or individuals without snow removal capacity, snow removal service fees shall be charged according to the standard of 3 yuan per square meter per year, which shall be used for snow removal service fees. ? Ninth snow removal work should be based on snow, snow should be removed within 24 hours after the stop. ?

Roads and bridges and culverts that implement mechanized snow removal operations should be cleared of snow in time, leaving no snow. ? Tenth snow removal units should ensure the quality of snow removal, so that there is no empty section and no missing section; Primary and secondary streets and all bridges and culverts should meet the standards of seeing the road surface, road sideline and kerb clearly; The rest of the streets and areas should meet the requirements of convenience for pedestrians and vehicles. Eleventh need to transport snow, snow removal responsibility unit shall undertake the task of transporting snow, and shipped out within the prescribed time limit, the transport of snow should be dumped at the designated place. For snow that does not need to be transported outside, it can be piled up on the sidewalk near the kerb, which will not affect the passage of pedestrians, so it can be piled up neatly. ? Twelfth any unit or individual shall not arbitrarily throw sand and gravel, muck on the ice and snow road; Do not accumulate snow around public facilities such as bus stops, traffic facilities, garbage containers and public toilets, or accumulate snow on trees and hedges; Don't dump garbage, dirt and sewage on the snowdrift. ? Thirteenth city snow removal headquarters shall inspect and evaluate the snow removal situation of the District People's Government (Administrative Committee) after each snow, and publish it through the news media. ? Fourteenth units and individuals that have made outstanding contributions to snow removal work shall be commended and rewarded by the people's governments at all levels. ? Fifteenth in violation of these measures, refused to accept the task of snow removal, snow removal quality does not meet the standards, or not timely snow removal, chaotic snow discharge, the urban snow removal management department shall order it to make corrections within a time limit; If no correction is made within the time limit, informed criticism will be given, and a fine of RMB 1000 per square meter will be imposed according to the snowfall, but the maximum amount will not exceed RMB1000. ?
