Notice on cleaning up and rectifying property security in the whole city

In order to strengthen the guidance, supervision and inspection of the property security service industry in our city, ensure the specialization, marketization and standardization of the property security team, and give full play to the positive role of the property security team in the comprehensive management of community social security. According to the spirit of the Reply of the Quanzhou People's Government Office on Coordinating Property Security Management (Quanzhou Office [2009] No.76) and the Notice of the Provincial Public Security Department on Carrying out Property Security Management (Comprehensive [2009]190), it was decided to clean up and rectify the city's property security. The relevant work is hereby notified as follows:

I. Guiding ideology

Guided by Theory of Three Represents and Scientific Outlook on Development, around the construction of "Safe Quanzhou", we will focus on solving the problems of personal property safety management confusion and infringement on the interests of the masses, eliminate the black sheep, create a good social environment for the construction of "Safe Quanzhou", and present a gift to the 60th anniversary of the founding of New China with excellent results.

Second, the work objectives

Local public security organs, real estate administrative departments and property service enterprises should cooperate closely. By cleaning up and rectifying property security, further standardizing property security management, implementing community security preventive measures, and thoroughly cleaning up a number of "black security guards" who infringe on the interests of the masses, security organizations can give full play to their roles, the public security image is improved, and the sense of security of residents in the community is obviously improved.

Three. Steps and timetable

(1) Organization deployment and investigation stage (from June 30th to July 30th, 2009). All localities should formulate specific rectification work plans in light of local realities and outstanding problems, clarify their respective responsibilities, make careful arrangements, and seriously organize their implementation. On the basis of mastering the security situation of residential property, we should further find out the various forms of public security organizations and institutions in the residential area, and make records so that the base number is clear and the situation is clear.

(2) Centralized rectification stage (August 2009 1 to September 30). Property service enterprises should earnestly take responsibility, cooperate with the police station in the centralized rectification stage, and report the roster of property agency managers and security personnel in this area to the local real estate administrative department. Counties (cities), Quangang District real estate administrative departments shall summarize and report to the Municipal Housing Authority, and the property service enterprises directly under the municipal government shall report to the Development Department of the Municipal Housing Authority. The Municipal Housing Management Bureau will organize property safety training in stages with the Municipal Public Security Bureau. After passing the examination, the Municipal Housing Authority and the Municipal Public Security Bureau jointly issued an order maintainer certificate. It is necessary to highlight key points, adjust measures to local conditions, and organically combine inspection, cleaning, treatment and training to achieve practical results. According to the requirements of the municipal government's documents, the police station is responsible for the security of the property community, including the newly recruited order maintainers, which are all included in the management. The training of the security team shall be the responsibility of the Municipal Public Security Bureau and the Housing Authority, and no fees shall be charged.

(3) The stage of establishing rules and regulations (20091October 65438 to1October 30). Improve the organizational structure and various rules and regulations, establish a long-term working mechanism for political review, supervision and management of property residential police stations in accordance with the notice of the Provincial Public Security Department and the spirit of the Property Management Regulations, select outstanding police officers to cooperate with the daily management of the security team by residential property service companies, improve various working rules and management methods, and consolidate the rectification results.

Fourth, the job requirements

The security of residential areas affects the stability of thousands of households and social security. All property service enterprises should pay close attention to the rectification of community security as an important work. The Municipal Housing Management Bureau will hold on-site meetings in 1-2 places where the work is better to promote good experiences and practices. During the rectification period, the Municipal Public Security Bureau will cooperate with the Municipal Housing Authority to inspect and guide all localities.
