What are the qualification applications for property management companies?
A newly established property management enterprise shall, within 30 days from the date of obtaining the business license, apply to the real estate administrative department of the municipal people's government directly under the central government or the municipal people's government with districts for registration with the following documents:
(1) business license;
(2) Articles of association;
(3) capital verification certificate;
(four) the identity certificate of the legal representative of the enterprise;
(5) Professional qualification certificates and labor contracts of property management professionals, professional title certificates and labor contracts of management and technical personnel.

Verification of qualification grade of property management enterprises
When applying for the approval of qualification grade, a property management enterprise shall submit the following materials to the real estate administrative department of the people's government of the municipality directly under the central government or the city divided into districts where the industrial and commercial registration is located:

(2) Business license;
(3) The original and photocopy of the enterprise qualification certificate;

(five) a copy of the property service contract;
(6) Property management performance materials.
The qualification examination and approval department shall, within 20 working days from the date of accepting the application of the enterprise, issue the qualification certificate to the enterprise that meets the corresponding qualification grade conditions; Before the examination and approval of the first-level qualification, the competent construction department of the people's government of a province or autonomous region or the competent real estate department of the people's government of a municipality directly under the Central Government shall conduct a review for a period of 20 working days.
Those who violate the qualification shall not be approved.
(1) Hire personnel who have not obtained the professional qualification certificate of property management to engage in property management activities;
(two) entrust all the property management business in a property management area to others;
(three) misappropriation of special maintenance funds;
(four) unauthorized changes in the use of property management premises;
(five) to change the use of public buildings and facilities built in accordance with the plan in the property management area without authorization;
(6) Unauthorized occupation and excavation of roads and sites within the property management area, which harms the interests of the owners;
(7) Unauthorized use of the * * * part of the property and the * * * facilities for operation;
(eight) when the property service contract is terminated, the property management premises and related materials are not handed over as required;
(nine) colluding with property management bidders or other property management bidders to win the bid by improper means;
(10) The property service contract is not fulfilled, and there are many complaints from the owners, which are verified to be true;
(1 1) undertake property management business beyond the qualification level;
(12) lease, lend or transfer the qualification certificate;
(13) A major accident occurred.
Change, cancellation and revocation of the qualification grade of property management enterprises
(1) If the name and legal representative of the property management enterprise change, it shall go through the formalities for changing the qualification certificate with the original qualification examination and approval department within 30 days after going through the formalities for changing.
(2) Where a property management enterprise is divided or merged, it shall apply to the original qualification examination and approval department for cancellation of the qualification certificate within 30 days after going through the formalities for change with the administrative department for industry and commerce, and re-verify the qualification grade.
(III) Where a property management enterprise goes bankrupt, goes out of business or terminates its business activities for other reasons, it shall go to the original qualification examination and approval department for the cancellation of its qualification certificate within 15 days after the cancellation of its business license.
(four) in any of the following circumstances, the qualification examination and approval department or its superior competent department may revoke the qualification certificate at the request of the interested party or ex officio:
(a) the examination and approval department staff abuse their powers and neglect their duties to make a decision on the qualification examination and approval of property management enterprises;
(2) beyond the statutory authority to make a decision on the qualification examination and approval of property management enterprises;
(three) in violation of legal procedures to make a decision on the qualification examination and approval of property management enterprises;
(four) to issue a qualification certificate to a property management enterprise that does not have the qualification application qualification or does not meet the statutory conditions;
⑤ Other circumstances in which the examination and approval can be revoked according to law.
Annual inspection of property management enterprise qualification
Property management enterprise qualification annual inspection system. The annual inspection of property management enterprises with various qualification levels shall be the responsibility of the corresponding qualification examination and approval departments. To meet the conditions of the original qualification grade, the property management enterprise qualification annual inspection conclusion is qualified. For those who do not meet the requirements of the original qualification grade, the annual inspection conclusion of the qualification of the property management enterprise is unqualified, and the original qualification examination and approval department cancels its qualification certificate, and the corresponding qualification examination and approval department re-approves its qualification grade. The qualification examination and approval department shall announce the results of the annual inspection of the qualification of property management enterprises to the public.
