Article 1 In order to strengthen the construction of tour guides, safeguard the order of the tourism market and the legitimate rights and interests of tourists, these Measures are formulated in accordance with the Regulations on the Administration of Tour Guides and the Regulations on the Administration of Travel Agencies.

Article 2 The tourism administrative departments shall implement hierarchical management for tour guides.

Sixteenth tour guides in any of the following circumstances, deducted 6 points:

(1) Selling commodities to tourists or buying commodities from tourists;

(2) Asking tourists for tips in an express or implied way;

(three) due to their own reasons, miss or miss the tour group;

(four) the quality of the explanation is poor or not;

(5) Lending the tour guide card to others for use;

(six) the occurrence of major safety accidents, do not actively cooperate with the relevant departments to rescue.

Seventeenth tour guides in any of the following circumstances, deducted 4 points:

(1) Traveling with a group without permission;

(two) do not participate in collective activities without reason;

(three) engaged in tour guide activities without wearing a tour guide card or a tour guide card;

(four) do not respect the religious beliefs and national customs of tourists.

Eighteenth tour guides in any of the following circumstances, deducted 2 points:

(a) did not arrive at the post according to the prescribed time;

(two) 10 or more team did not play the flag of the reception organization;

(three) did not carry a formal reception plan;

(four) the station does not display the travel agency logo;

(five) the instrument and dress are not neat;

(6) Smoking or eating during the explanation.

Article 19 After a tour guide is deducted 10, the tourism administrative law enforcement unit that deducted the points at last temporarily suspends his tour guide card, issues a certificate of keeping the tour guide card, and notifies the tourism administrative department and the registered unit where the tour guide is located within 10. The tour guide who is taking the group will complete the rest of the tour with the detention certificate issued by the tourism law enforcement unit.

Article 26 Travel agencies or tour guide management service agencies shall establish files for registered tour guides, provide on-the-job training and guidance for tour guides, establish an internal management mechanism for inspection, assessment, reward and punishment of tour guides, accept and handle complaints against tour guides, and be responsible for the preliminary evaluation of annual tour guides. Article 27 The State implements a grading assessment system for tour guides. Tour guides are divided into four grades: primary, intermediate, advanced and super.

Twenty-eighth National Tourism Administration organized the establishment of a national tour guide assessment committee. The National Committee for the Evaluation of Tour Guides is responsible for organizing and implementing the evaluation of tour guides nationwide. The tourism administrative departments of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps shall organize the establishment of evaluation offices for tour guides, and carry out corresponding work under the authorization and guidance of the National Evaluation Committee for Tour Guides.

Twenty-ninth tour guides who have won the best ranking in the tour guide skill competition organized by units at or above the provincial level may be promoted to the first-class tour guide level with the approval of the National Tour Guide Rating Committee.
