Article 1 In order to safeguard the legitimate rights and interests of owners and property management enterprises and improve the living and working environment of urban residents, these Measures are formulated in accordance with the Regulations on Property Management and the Regulations on Property Management of Urban Residential Areas in Liaoning Province, combined with the actual situation of this Municipality.

Article 6 The administrative department of urban and rural construction of counties (cities) shall be responsible for the property management within their respective administrative areas, and its main responsibilities are:

(a) the implementation of laws and regulations on property management, formulate relevant management system;

(two) to guide the establishment of the owners' congress, revoke the decisions of the owners' congress and the owners' committee that violate laws, regulations and rules, or order them to make corrections within a time limit, and notify all owners;

(three) to approve qualified construction units to hire property management companies through agreement;

(four) to provide business guidance for the property management work within their respective administrative areas;

(five) mediation, handling and adjudication of disputes in property activities according to law;

(six) to investigate and deal with violations of law and discipline in property management;

(seven) to assist the municipal administrative department of property collection, supervision and management of special maintenance funds;

(8) Organizing the property acceptance and handover within the property management area;
