The main person in charge of the residential area can analyze the feasibility of cleaning up the garbage pool on the basis of the previous on-site investigation, fully listen to the suggestions of the residents of the residential area and the property company, and say that a working group will be set up to deal with the problems together with the property company, and at the same time, a garbage disposal company will be hired to solve the problems such as poor garbage in the vegetable market, create a clean and tidy environment, and continuously promote the refined management of the city.

Article 68 of the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Waste commits any of the following acts, and the competent administrative department of environmental protection of the people's government at or above the county level shall order it to stop the illegal act, make corrections within a time limit and impose a fine:

(a) failing to declare and register industrial solid waste in accordance with the provisions of the state, or practicing fraud when declaring and registering;

(2) Failing to build storage facilities or places for industrial solid wastes that are temporarily not used or cannot be safely classified and stored, or failing to take measures for harmless disposal;

(3) Transferring the eliminated equipment included in the list of elimination within a time limit to others for use;

(4) closing, leaving idle or dismantling facilities and places for the prevention and control of environmental pollution by industrial solid waste without authorization;

(five) in nature reserves, scenic spots, drinking water source protection areas, basic farmland protection areas and other areas that need special protection, the construction of industrial solid waste centralized storage and disposal facilities, places and domestic garbage landfills;

(six) unauthorized transfer of solid waste out of the administrative areas of provinces, autonomous regions and municipalities directly under the central government for storage and disposal;

(seven) failing to take corresponding preventive measures, resulting in the scattering, loss, leakage or other environmental pollution of industrial solid waste;

(8) Discarding or scattering industrial solid waste along the way during transportation.
