From May 1 day, electric cyclists need to wear helmets. The Regulations of Shanghai Municipality on the Safety Management of Non-motor Vehicles proposes that drivers and passengers of electric bicycles should wear safety helmets, which will be implemented on May 1 this year.

The regulations also clarify the traffic safety management obligations of express delivery companies, e-commerce platform companies and other related companies that use electric bicycles to engage in online delivery activities such as express delivery and take-away, including: urging drivers to wear safety helmets while driving on the road and observing road traffic safety laws and regulations; According to traffic conditions and other factors, reasonably determine the delivery time, route and other standards and requirements; Supervise drivers to use vehicles with special number plates.

Regulations of Shanghai Municipality on the Safety Management of Non-motor Vehicles

Twelfth units and individuals are prohibited from engaging in the following acts:

(1) Assembling non-motor vehicles;

(2) installing power devices such as batteries and motors on non-motor vehicles, and installing seats, umbrellas, roofs (carriages) and high-decibel stereos;

(three) to change the size of the exhaust device of non-motor vehicles, to replace batteries that do not meet the factory rated voltage or to replace power devices such as motors without authorization;

(4) Dismantling or changing the noise elimination, speed warning sound, speed limit and tail gas treatment devices of non-motor vehicles;

(five) other changes in the technical parameters of non-motor vehicles, affecting the safety of non-motor vehicles. It is forbidden to sell assembled, installed and modified non-motor vehicles.
