Article 4 The main targets for applying for renting talent apartments are:
(1) Leading talents and main backbones of innovative teams introduced by the "South Taihu Elite Plan", of which the number of main backbones is generally no more than 5;
(2) High-level talents who come to Shanghai to start their own businesses;
(three) the introduction of high-level talents to work in the city's science and technology innovation center, science and technology incubator and postdoctoral workstation;
(four) engaged in product research and development in key development areas such as biomedicine, environmental protection and energy conservation, electronic information, new materials and new energy, which is difficult to solve the shortage of high-level housing and professionals;
(five) other talents who have made outstanding achievements and temporarily have no housing.
Chapter III Lease Procedures
Article 5 In case of meeting the lease conditions in Article 4 of these Measures, the lessee himself shall apply, and the unit to which the lessee belongs shall report to the Talent Office of Xing Wu District Committee, the Talent Office of Nanxun District Committee and the Science and Technology Innovation Center of the city (except Wuxing District and Nanxun District at the municipal level) by region, and provide the following materials:
(a) "Huzhou talent apartment rental application form";
(2) A copy of the business license of the lessee's unit;
(3) The lessee's education certificate, household registration certificate, identity card, employment contract or labor contract, housing or rental certificate and other relevant certification materials.
Article 6 After the preliminary examination, the Talent Office of Xing Wu District Committee and Nanxun District Committee will send the materials to the Municipal Science and Technology Innovation Center for summary, which will be reviewed by the Municipal Science and Technology Innovation Center and reported to the Municipal Talent Office for approval. City talent office will be based on the principle of fairness and merit, combined with housing and other comprehensive factors for approval. The lessee who has been approved to stay in the talent apartment shall sign a lease agreement with the talent apartment management company affiliated to the Science and Technology Innovation Center with the "Huzhou Talent Apartment Lease Application Form" and my ID card, and go through the registration formalities in accordance with the relevant provisions of this Municipality.
Seventh talent apartment lease period is generally not more than two years. If it is necessary to continue to rent after the expiration of the period, the lessee and his unit shall apply and agree to the subsequent rent after examination.
Chapter IV Rental Fees
Eighth talent apartment rent to implement the government guidance price benchmark rent. The rental price in the base year is proposed by the Talent Office of the Municipal Party Committee and the Science and Technology Innovation Center with reference to the rental market price in the corresponding region and reported to the municipal price department for approval. The rent standards for all kinds of talents are:
(1) High-level talents with master's degree or above or sub-professional titles who meet the lease conditions in Article 4 of these Measures shall be given rent concessions at the initial stage of their business: the leading talents introduced by the "South Taihu Elite Plan" shall be exempted from paying rent for three years; Leading talents who are similar to the leading talents of the "South Taihu Elite Program" return to China to start businesses, and are exempted from three-year rent with the approval of the Office of the Leading Group for Talent Work of the Municipal Party Committee; Other high-level talents are given two-year rent concessions, and the rent is paid according to the following preferential ratios: 50% of the benchmark rent price in the first year; The second year is 75% of the benchmark rental price.
If the lease continues after the expiration of the preferential period, the rent shall be paid at the benchmark rent price.
(two) other talents who meet the lease conditions of Article 4 of these Measures shall pay the rent according to the benchmark rent price.
Article 9 The lessee shall pay the rent, utilities, cable TV, network monthly fee, gas fee, telephone fee and property fee in time. According to the relevant lease agreement, the property fee of talent apartment is reported to the municipal price department for approval according to market standards. The rent and the above daily expenses shall be paid by the lessee or the work unit.
