You can't. According to Article 17 of the Measures for the Administration of Property Service Charges, in the property management area, water supply, power supply, gas supply, heating, communication, cable TV and other units shall charge relevant fees to the end users. If the property management enterprise accepts the entrustment to collect the above fees, it may charge the entrusting unit a handling fee, and may not charge the owners any additional fees such as handling fees. The price department has considered reasonable loss when approving the price of water and electricity. Unreasonable losses belong to enterprise management. As the end user, the owner only needs to pay according to the standard of water and electricity charges approved by the price department, and does not need to bear the loss of water and electricity.
