Management function refers to the function that management plays in organizing social and economic activities. Fa Yueer believes that management activities include five elements, namely, planning, organization, command, coordination and control. Luther Gulick believed that management has seven functions, namely, planning, organization, personnel, command, coordination, reporting and budgeting. With the development of social productivity and the improvement of organizational productivity, it is also proposed to add decision-making function, incentive function, education function and service function to management function.

We believe that the basic functions of management should include six basic functional activities: decision-making, planning, organization, leadership, encouragement and control. The smooth operation of management activities is achieved by correctly performing these basic functions. In the whole management system, functional activities such as decision-making, planning, organization, leadership, encouragement and control play a role in achieving the management system objectives. At the same time, it should be noted that there are both connections and differences between various functional activities of management. Therefore, in management practice, we should not only give full play to the role of various functions, but also pay full attention to the contact and cooperation between various functional activities. If decision-making and planning are the premise and foundation of other management functions, then it can be said that the whole management activities are carried out around how to formulate and implement plans and decision-making programs. The same is true of property management and services. In order to achieve good service effect of property management and realize the business objectives of enterprises, we must attach importance to and seriously study the functions and applications of management.
