I. Main objectives
(1) Continue to promote the development of green buildings. Within the scope of urban construction land in the city (except for farmers' self-built houses), new civil buildings will achieve full coverage of one-star green buildings; For government-invested or government-invested public buildings, urban areas should be built according to the requirements of three-star green buildings, and other counties (cities) should be built according to the requirements of two-star and above green buildings, and purchase and use green building materials products that meet the requirements. By 2025, the proportion of two-star and above green buildings in new civil buildings in the city will reach over 45%, and the proportion of three-star buildings will reach over 7%.
(2) Actively promote the development of prefabricated buildings. Affordable housing, government investment or new public construction projects mainly invested by the government are all fabricated; The new projects on the land sold or allocated in the downtown area of Shaoxing are all fictitious; The proportion of newly built prefabricated civil buildings in other areas accounts for more than 30%, and the proportion is increasing year by year; By 2025, the proportion of prefabricated buildings in the city will reach more than 40%.
(3) Vigorously promote the development of prefabricated steel residential buildings. Newly established government investment or new residential projects (including affordable housing, talent rental housing, dormitories, apartments, etc. ) is mainly invested by the government and built with steel structure. Second, the key tasks
(a) to ensure the project landing. For newly-built projects invested by the government or mainly invested by the government, the construction unit shall add relevant chapters such as green building grade, prefabricated building construction and full decoration of residential buildings when preparing the feasibility study report, and the development and reform department or the administrative examination and approval department shall review them according to the relevant requirements, and the natural resources and planning department shall specify them in the project land use documents or project planning permission. Other new projects involving land transfer shall specify the relevant contents and requirements such as green building grade, assembled building, assembled building with steel structure, and full decoration of residential buildings in the planning and design conditions, and make corresponding stipulations in the land transfer contract. According to the feasibility study report (or the preliminary design scheme approved by the examination and approval) or the planning and design conditions, the drawing examination institution shall account for the relevant indicators. Revise the Special Plan for Green Building in Shaoxing City (20 17—2025) in a timely manner, and all districts and counties (cities) will revise it as appropriate. New projects outside the downtown area of Shaoxing shall be implemented in accordance with the Special Plan for Green Buildings in Shaoxing (20 17—2025). (2) Promote green buildings and green building materials. In view of the characteristics of promoting steel structure rural houses and the requirements of administrative examination and approval system, the examination and approval process is further optimized and the examination and approval procedures are simplified. In centralized contiguous renovation, renovation of dilapidated houses, affordable housing, beautiful and livable demonstration villages and other projects that meet the requirements of rural housing construction, steel structure assembly and construction are encouraged. For steel structures, all districts and counties (cities) should give support in planning and site selection, and promote the application of light steel structures in rural housing construction according to local conditions. (5) Innovating the management mode of full decoration of residential buildings. Strengthen the main responsibility of real estate enterprises and establish a credit evaluation mechanism for real estate enterprises. Strengthen the standardized management of the delivery of model houses, implement the system of entity delivery of model houses, explore the notarization of the decoration price of model houses, and realize "what you see is what you get". Innovate the means of supervision on the quality of the whole decoration of houses, explore the implementation of the quality insurance of the whole decoration of houses, establish a "supervision platform for the information service of the whole decoration" and implement dynamic supervision on the whole decoration project. Accelerate the application of assembly decoration technologies such as pipeline separation, thin ceiling and drainage on the same floor, encourage the large-scale application of integral kitchen and bathroom and prefabricated light partition wall in assembly construction projects, and support Shangyu District to carry out assembly decoration pilot projects. All districts and counties (cities) vigorously promote the application of new technologies in building industrialization, and launch at least 1 green building or new building industrialization demonstration projects every year. (seven) to promote the application of building information model (BIM) technology. Increase the application of BIM technology, and promote the construction unit to lead the application of BIM technology from the source for new construction projects such as residential buildings with a total construction area of more than 654.38+10,000 square meters, public buildings with a construction area of more than 50,000 square meters, public buildings with a single construction area of more than 20,000 square meters, and assembled steel structures. For the above-mentioned EPC projects, fabricated steel structures and other integrated construction projects, construction, government services, finance and other departments will promote the integrated application of BIM technology in design and construction. Promote smart home, smart office and building automation systems to improve the convenience and comfort of buildings. Accelerate the deep integration of green building, intelligent building, new building industrialization and future community construction, build personalized, ubiquitous green public space and green livable home office space, improve supporting equipment and facilities, and create a future architectural scene with a blend of art and style. (9) Improve the new project management model and supervision system. EPC mode and whole-process engineering consultation should be actively promoted in the newly-built assembled building projects invested or mainly invested by the government in the whole city. Establish the credit system of construction enterprises, carry out credit evaluation of construction enterprises, and improve the "blacklist" system of construction enterprises. Establish and improve the quality and safety supervision system of prefabricated buildings and residential buildings, implement the primary responsibility of the construction unit and the main responsibility of the construction unit, establish a quality responsibility identification system, strengthen the management of construction records and acceptance data, and realize the traceability of the whole process of quality responsibility. Engineering quality supervision institutions shall supervise whether green buildings, prefabricated buildings and fully decorated residential projects are constructed in accordance with the construction drawings that have passed the examination. Encourage relevant industry alliances and industry associations to improve industry restraint and disciplinary mechanisms and strengthen industry self-discipline. Encourage all districts and counties (cities) to explore the supervision mode of government purchasing inspection services according to their own development. (ten) to cultivate a new industrial system of building industrialization. Promote the coordination of the whole industrial chain, and build a green building industrial chain such as precast concrete structural members (PC), steel structures, new wall materials and decorative parts. Implement the "going out" development strategy, encourage enterprises to export new products and technologies, and seize the "blue ocean" of the market. Third, policy support.

(II) For a newly-built assembled fully-decorated commercial residential project that has obtained a certificate of immovable property rights and a planning permit for construction projects, the funds invested in development and construction have reached more than 25% of the total investment of the project, or the standard of plus or minus zero has been reached when the basic project is completed, and the construction progress and completion delivery date have been determined, you can go through the pre-sale registration with the local real estate management department and obtain the pre-sale permit for commercial housing. When handling the Pre-sale Permit for Commercial Housing, it is allowed to include the investment in prefabricated components in the total investment and progress measurement of engineering construction. For an assembled building project with more than ten floors, the construction unit may apply for partial acceptance of the main structure. (three) to support the implementation of the project guarantee, and pay the bid bond, performance bond and project quality bond of the assembled construction project. The residential property warranty payment paid by the construction unit is calculated by multiplying the total cost of property construction and installation by 2%, in which the total price of prefabricated components can be deducted from the base of steel structure assembled residential projects; Assembled construction projects that adopt assembled decoration or implement quality insurance for residential full decoration projects can deduct decoration expenses from the base; If all the above conditions are met, they can be deducted from the base. (four) to increase financial support for the new construction industry, industry departments and financial departments should pay close attention to the development of financial support implementation details. Finance at all levels should integrate relevant special funds, support the training of workers in the prefabricated construction industry, support universities to give full play to the leading role of talents and technology, and explore the establishment of a new industrial research institute for building industrialization. (five) the use of housing provident fund loans to buy prefabricated commercial housing, provident fund loans can be up to 20%. (6) For rural prefabricated farmhouses with new steel structures or other structures in the whole village, all districts and counties (cities) can give a one-time financial subsidy of 200 yuan/m2. During the trial period of steel structure assembled residence (20 19-2022), on the basis of local financial subsidies, the municipal government will give financial subsidies of 100 yuan/square meter (the total amount of municipal subsidies shall not exceed1000 million yuan). Actively organize to declare the pilot project of rural steel structure prefabricated housing in the province, and the successful project can also enjoy the provincial financial 200 yuan/square meter reward. In projects such as centralized contiguous renovation in rural areas, renovation of dilapidated buildings in rural areas, affordable housing in rural areas, and beautiful and livable demonstration villages, steel structure prefabricated buildings will be given priority. The above policies support that the prefabricated buildings mentioned in each clause do not include venue buildings and industrial buildings; Involving financial funds, according to the financial system; Newly built prefabricated buildings (including steel structure prefabricated houses) on newly transferred or allocated land will no longer enjoy the floor area ratio reward policy.
Fourth, safeguard measures.
(1) Strengthen organizational leadership. The leading group for the transformation and development of Shaoxing construction industry should strengthen the organization and leadership to promote the industrialization of new buildings and ensure the orderly progress of all work. The green building and new construction industrialization task indicators will be included in the annual key work list, and all districts and counties (cities) will define the annual tasks according to the requirements of the annual key work list, establish and improve the working mechanism, and coordinate the promotion of green buildings and new construction industrialization.
