Measures of Xiamen Municipality on Charges for Property Management Services
The Municipal Construction Committee shall closely cooperate with the Municipal Price Bureau within the scope of duties and do a good job in the supervision and management of property service charges. Article 5 The meanings of the following terms in these Measures are:
1. Property management service fee includes comprehensive management service fee, parking fee, special service fee and other economic income.
2. The comprehensive management service fee refers to the fees charged by the property management unit for the management services of residential areas, public buildings, public places and public affairs provided by owners and non-owners.
Special service fee refers to the fee charged by the property management unit for individual services provided at the request of the owner or non-owner users.
4. Other economic income refers to the business premises provided by the development and construction unit to the owners' management committee in accordance with the relevant provisions of the municipal government, public supporting facilities, equipment and public * * * venues that can generate economic income, and the income generated by the property management unit operating in accordance with the property entrusted management contract.
Decoration deposit refers to the deposit paid in advance by the owners and non-owners to the property management unit to ensure compliance with relevant regulations and maintain the overall safety of the house.
Public use refers to the fire fighting and intercom systems in residential areas and buildings, the lighting, cleaning and greening of public areas, the electricity charges for the operation of electromechanical equipment such as elevators, central air conditioners and pumps, and other public electricity and water charges. Article 6 The comprehensive management service fee charged by the property management unit shall be subject to benchmark price management. The benchmark price shall be approved by the Municipal Price Bureau according to the residential area and building type, in accordance with the consultation hearing procedure, and announced to the public every June 65438+1October 3 1 after being approved by the municipal government.
The charging standard for comprehensive management services of residential areas and buildings built by the government shall be lower than that for comprehensive management services of residential areas and buildings built by non-government units.
Parking fees within the scope of property management services shall be priced by the government, and its management measures shall be formulated separately by the municipal government.
Property management units provide special services for owners and non-owners who use the property. If the Municipal Price Bureau has a charging standard, it shall be implemented in accordance with the regulations. If there is no charging standard, the operator shall set the price. Seventh property management service charges to implement the business license system, property management units should be bright card fees, and accept the annual inspection of the Municipal Price Bureau. Eighth property management service fee expenditure consists of the following items:
1. Wages of personnel directly engaged in management and service and welfare and social security fees drawn according to regulations;
Normal operation and maintenance expenses of secondary public facilities and equipment;
3. Greening and beautifying expenses;
Cleaning, cleaning, disinfection and other health expenses;
5. Security costs;
Office expenses of the property management unit and the owners' management committee;
Depreciation expenses of fixed assets included in the entrusted management service contract;
Eight special service fees;
9. Statutory taxes and fees;
10. Reasonable profit. Article 9 The charging items and standards for property management services subject to operator pricing shall be agreed by the property management unit and the owners' management committee or the owners and non-owners, and shall be filed with the Municipal Price Bureau. Tenth property management units to collect comprehensive management services, shall provide the following services:
Daily maintenance, repair and management of public facilities, equipment and places within the scope of property management services, and supervise owners and non-owners to decorate and use houses in accordance with relevant regulations;
2. Security services that meet the charging standards for residential or building management services;
Environmental sanitation management, including cleaning, cleaning, disinfection and garbage collection of public places, roads, elevators, public pools, water towers and septic tanks within the scope of property management services;
Daily maintenance management and environmental beautification of garden green space;
5. Coordinate and solve other public affairs involved in daily work and life;
6. Other services agreed in the entrusted property management contract. Eleventh comprehensive management service fee standards need to be lower than the benchmark price, determined by the property management unit and the owners' management committee or the owners and non-owners user representatives through consultation, and reported to the Municipal Price Bureau for the record.
Due to the increase of service content or being rated as excellent residential areas and buildings by governments at all levels, if the comprehensive management service fee charged by them needs to be higher than the benchmark price, a written application shall be submitted to the Municipal Price Bureau, which can be implemented only after approval.
The written application submitted in the preceding paragraph shall include the following contents:
Property location, total construction area, building or community, and configuration of building functions;
Two property management contracts and the opinions of the owners' management committee, owners and non-owners on raising the charging standard;
3 property units operating conditions and staffing;
4. The increased service items and contents, or the certificates of outstanding residential areas and buildings assessed by governments at all levels, and the reported charging standards;
Five-year budget and final accounts of property management service fees;
6 business registration certificate, enterprise qualification certificate and other related information.
The Municipal Price Bureau shall, within fifteen days from the date of receiving the application, put forward the audit opinions and deliver them to the applicant in writing. If no reply is made within the time limit, it shall be deemed as consent.
