The existing problems are mainly manifested in the following aspects: first, due to the low development standard of old houses, the supporting facilities such as tap water, power supply, roads and sewer pipes in buildings are aging, which seriously affects the quality of daily life of residents; Second, the greening facilities in old residential areas lack daily maintenance, and the green space is seriously damaged. Part of the green space is occupied to grow vegetables because of the death of residents or lack of management, which affects the community environment; Third, due to the lack of formal property, the contradiction between public security, health and environment has become increasingly prominent. The hotline of the mayor and district head often receives complaints from residents of "uninhabited areas", and residents complain a lot; Fourth, the management of old residential areas is extensive, and most of them have not implemented property management, resulting in problems such as roof leakage and water blockage. At present, it is still in the state of emergency solution in streets and communities, and property units often have no funds or property rights, which affects the solution of problems; Fifth, in residential areas where property management is implemented, residents' failure to pay property fees leads to difficulties in the operation of property companies, resulting in a vicious circle of "residents owe money-property services are not in place-residents do not pay fees-property companies have difficulties in survival", which eventually leads to evacuation.

Second, the main practices

In order to safeguard residents' interests and improve residents' happiness index, Yanjiawan Community took the lead based on the reality, and created a new management mode of "1+ 1" without the management of property companies, and successfully transformed 1 165438, Mo Lifeng Community and Chengdong Community. Community workers use day and night, holidays, visits and other time to preach the benefits of transforming "uninhabited areas". Secondly, through the method of "zero omission, full record", we visited and investigated every household, focusing on understanding residents' expectation and cooperation in the orderly management of uninhabited areas, registering the people, party member and activists who actively put forward their opinions and cooperation in detail, focusing on inquiries, and sorting out and summarizing the four most urgent wishes of residents: public security is managed, health is managed, facilities are repaired, and contradictions are adjusted. In view of the four major problems, the community issued consultation books and collected the golden ideas of the masses, and obtained 9 feasible opinions.

(2) Take measures to stimulate residents' enthusiasm for participation.

Facing the messy public security community, the community is fully aware that only by realizing residents' self-democratic management can we sincerely care for and cherish their living environment and let the virtuous circle of "flower protection principle" appear in every resident's behavior. To this end, the community began to consolidate the management foundation and straighten out the management relationship from three aspects: team, environment and system.

First, fully mobilize the enthusiasm of democratic autonomy and set up the owners' committee. In order to carry out the transformation of uninhabited residential areas smoothly, the community took the lead in organizing several special preparatory meetings for residents of Xiangyun Road 1 1, Mo Lifeng Community and Chengdong Community. On the recommendation of the residents of the community, a group of healthy, capable, socially responsible and dedicated residents were elected by convening the owners' meeting, and owners' committees were established to be responsible for the health, public security and infrastructure maintenance of the community, and to coordinate the relationship between residents and residents, residents and communities.

In order to further straighten out the management functions, the leading group of the community has called the owners' committee to discuss various management work for many times, and finally set up a number of functional groups such as greening, entertainment and leisure, and collecting opinions, which are responsible for the normal development of various work in the community.

The first is the innovation of management mode. First, the phenomenon of refusing to pay property management fees exists, and the concept of residents writing model essays needs to be changed; Second, the hardware conditions are relatively backward, including small green area, insufficient parking spaces for motor vehicles, and small space for sports and fitness facilities and cultural activities; Third, the funding gap for community infrastructure renovation is large. Although the "1+ 1" model of community and owners' committee has achieved remarkable results, the lack of investment has also affected the provision of service quality to some extent.

Fourthly, suggestions on the renovation and management of uninhabited residential areas.

In order to build a harmonious society and benefit the people, it is suggested that the government should focus on the transformation and management of old residential areas, give full play to government functions and solve existing problems. To this end, it is suggested that:
