As a reference for property management enterprises to sign property service contracts with construction units or owners' congresses, determine the level of property services, agree on the items, contents and standards of property services, and calculate the price of property services. The specific provisions of this standard are as follows:
Level 1 service standard:
(1) Basic requirements
(1) The service and the serviced party sign a standardized property service contract, and the rights and obligations of both parties are clear.

Property management companies and owners should pay attention to the following issues when using the above standards:
(1) This standard is a trial standard for property services in ordinary residential quarters such as ordinary commodity housing, affordable housing, housing reform housing, fund-raising housing and low-rent housing. This standard does not apply to the property services of high-grade commercial houses with market-regulated prices.
(2) According to the different needs of property services in ordinary residential quarters, the standards are set from high to low into three service levels: first, second and third. The higher the level, the higher the property service standard.
(3) The services at all levels in the standard consist of six main contents, namely, basic requirements, housing management, maintenance of facilities and equipment, assistance in maintaining public order, cleaning services and greening maintenance management. Other service items, contents and standards other than "Standards" shall be agreed upon by both parties who sign the realty service contract through consultation.
(4) When selecting standards, the construction standards, supporting facilities and equipment, service functions and the living consumption capacity of the owners (users) should be fully considered, and the corresponding service level should be selected.
