To sum up, there are three categories. First, community management posts, including community labor security coordinator, traffic duty, market management, environmental management, property management, etc. The second is community service posts, including community security, sanitation and cleaning, environmental greening, parking lot management, public facilities maintenance, newsstands, telephone booths, community culture, education and sports, medical and health care, care for the elderly, and children's health care services. The third is the logistics posts of the units in the community, including temporary employment posts such as doorman, receiving and dispatching, logistics service, etc.

From the analysis of the spirit of the above-mentioned documents and the actual practices in various places, public welfare posts should have the following characteristics: the government's purchase of posts or support to guide multi-channel investment is in line with the public interest and suitable for resettling older laid-off and unemployed people for re-employment. From the reality of re-employment in our province, we believe that all management and service posts funded by the government or policy support, by society and by enterprises are in line with the public interest, and the government can regulate and arrange the re-employment of older laid-off workers, which can be recognized as public welfare posts. Municipalities can further clarify the scope of public welfare posts according to the above spirit and reality.
