Article 2 These Regulations shall apply to patriotic health work and its supervision and management within the administrative area of this province.

Encourage and support social forces to invest in health infrastructure, rural water and toilet improvement, disease vector prevention and control, health promotion and education projects, universities, scientific research institutions and enterprises to carry out patriotic health scientific research and popularize advanced and applicable technologies, and volunteer service organizations and volunteers to participate in patriotic health work.
Article 7 Citizens have the right to enjoy good public health and be free from health hazards, and have the obligation to participate in patriotic health work and consciously safeguard public health. Eighth provinces, cities, counties (cities, districts) and towns (streets) set up patriotic health campaign committee (hereinafter referred to as Aiweihui) to organize and coordinate patriotic health work within their respective administrative areas under the leadership of the people's government at the same level. The main duties of the Patriotic Health Association are:

(five) the administrative law enforcement departments of urban management shall impose administrative penalties on acts that violate the provisions on the administration of city appearance and environmental sanitation and urban greening;
(six) the competent department of environmental protection is responsible for the supervision and management of the prevention and control of pollution such as air, water, noise, solid waste and radiation;
(seven) the water conservancy department is responsible for the supervision and management of water resources protection, rural drinking water project construction and rural river cleaning;
(eight) the competent agricultural department is responsible for guiding and controlling agricultural non-point source pollution, organizing rodent control in farmland, and cooperating with the prevention and control of human and animal diseases.
Propaganda, agriculture and rural work, education, human resources and social security, transportation, forestry, culture, tourism, industry and commerce administration, sports, railways, civil aviation and other departments, as well as trade unions, the Communist Youth League, women's federations and other organizations shall, according to their respective functions and duties, do a good job in patriotic health-related work.
Tenth Aiweihui offices at or above the county level are located in the health authorities at the same level, specifically responsible for the daily work of Aiweihui, and equipped with staff commensurate with their duties.
Township people's governments and sub-district offices shall determine full-time (part-time) staff to undertake the daily work of Aiweihui.

Township people's governments, neighborhood offices, villagers' committees and social forces to invest in the construction of drinking water project management units shall, within the scope of their respective duties, determine the person to do a good job in the operation, maintenance and management of rural drinking water projects, and implement rural drinking water hygiene management measures.
New construction, renovation and expansion of rural drinking water projects shall be evaluated in accordance with the relevant provisions of the state and the province.
Article 18 The competent health department of the people's government at or above the county level shall establish and improve the monitoring system of drinking water quality and sanitation, improve the monitoring network, regularly monitor the drinking water quality and sanitation, publish the monitoring information of water quality and sanitation, and carry out health supervision on centralized water supply units and secondary water supply.
Urban and rural centralized water supply units should be equipped with water purification and disinfection facilities, water quality inspection testing equipment and personnel to carry out daily water quality testing, and the testing and analysis report should be summarized and reported to the relevant competent departments in accordance with the regulations.
Property units and water supply enterprises shall, in accordance with the requirements of relevant national standards, regularly clean and disinfect the secondary water supply facilities for drinking water.
Article 19 The people's governments at or above the county level shall formulate and implement the rural toilet improvement plan and annual work plan, put forward the objectives and requirements of toilet improvement, clarify the responsibilities of relevant departments, make overall arrangements for projects, and evaluate and supervise the implementation of the rural toilet improvement plan of the people's government at the next lower level.
Aiweihui is responsible for coordinating, guiding and urging agricultural and rural work, and the departments of agriculture, finance, health, construction, land and resources perform the duties of rural toilet improvement.
Township people's governments, sub-district offices and villagers' committees are responsible for the specific implementation of rural toilet improvement.
Twentieth rural housing toilets should meet the standards and requirements of harmless treatment. Township people's governments, street offices and villagers' committees shall organize the construction and management of rural domestic garbage collection and disposal facilities, and implement special cleaning; Villagers' committees may formulate village rules and regulations, organize and mobilize villagers to participate in courtyard health renovation and public health activities, and keep the courtyard and village clean and tidy.
The cleaning, collection, transportation and disposal of urban and rural domestic garbage shall be carried out in accordance with national and provincial laws and regulations on the prevention and control of environmental pollution by solid waste and the management of city appearance and environmental sanitation.
Article 22 The environmental protection and construction department of the people's government at or above the county level shall strengthen the construction of urban and rural domestic sewage treatment facilities, promote the construction of rural sewage treatment system according to local conditions, and adopt the way of extending the urban sewage treatment pipe network to the countryside to improve the urban and rural domestic sewage treatment capacity.
People's governments at all levels shall urge relevant departments and units to organize the dredging and cleaning of rivers, lakes, reservoirs, ponds and ditches.
Twenty-third people's governments at or above the county level environmental protection, agriculture and other departments should strengthen the supervision and management of soil and agricultural non-point source pollution prevention and control, and guide agricultural producers and operators to standardize the application of chemical fertilizers and pesticides; Scientifically demarcate livestock and poultry forbidden areas and restricted areas, close the farms in the relocated forbidden areas within a time limit according to law, and supervise the harmless treatment of dead animals and animal excreta in animal farms and breeding communities.
Article 24 People's governments at all levels shall strengthen the environmental sanitation management of urban-rural fringe, villages in cities, back streets and alleys, construction sites, idle open spaces, waste collection stations, roads and railways, tourist attractions (spots) and other lots or regions, and keep the environmental sanitation clean and orderly.
Article 25 People's governments at all levels shall organize and urge relevant departments and units to strengthen environmental sanitation management in areas where floating population lives in compact communities, improve environmental sanitation and related living facilities, do a good job in environmental sanitation cleaning and improve environmental sanitation in areas where floating population lives in compact communities.

Township people's governments and sub-district offices are responsible for organizing the implementation of disease vector prevention and control within their respective jurisdictions.
Disease prevention and control institutions should strengthen the monitoring of the density of rodents, flies, mosquitoes, cockroaches and other vectors, provide technical guidance for prevention and control, and evaluate the prevention and control effect.
Twenty-seventh state organs, social organizations, enterprises and institutions, residents' committees and villagers' committees shall implement measures for the prevention and control of disease vectors, and control the density of disease vectors within the scope of national and provincial standards.
The prevention and control of vectors in public places and public facilities in residential areas shall be supervised and implemented by the residents' committees, and the property service enterprises shall cooperate with them.
Residents should do a good job in the prevention and control of vectors at home.
Article 28 Hospitals, schools, hotels, restaurants, canteens, parks and other places where people gather, grain depots, food production and business premises, farmers' markets, construction sites, waste collection stations, public toilets, sewers, garbage transfer stations, garbage disposal sites and other places that are easy to attract or breed disease vectors shall establish and improve the disease vector prevention and control system, set up facilities for disease vector prevention and killing, and implement special personnel to take charge of disease vector prevention.
Twenty-ninth prevention and control of disease vectors shall conform to the technical standards and operating procedures stipulated by the state and the province, ensure personal safety, and avoid and reduce environmental pollution.
The production, management, storage and use of vector-killing drugs shall comply with the provisions of laws and regulations such as pesticide management and safety management of dangerous chemicals.
Thirtieth units engaged in disease vector prevention and control services shall, within five working days from the date of obtaining the business license, file with the municipal and county (city) health authorities.
The entrusted service unit for disease vector prevention and control shall conclude a service contract with the client, stipulating the contents such as drug use, service quality and safety responsibility.
Practitioners of disease vector prevention and control shall be trained and qualified, and have corresponding knowledge and skills. Thirty-first people's governments at or above the county level shall formulate and implement health promotion and education plans, strengthen the construction of health promotion and education institutions and talent teams, and establish and improve health promotion and education networks.
The professional institutions of health promotion and education in the competent department of health shall strengthen the technical guidance, training, monitoring and evaluation of health promotion and education.
Thirty-second state organs, social organizations, enterprises and institutions, residents' committees and villagers' committees shall, in accordance with the requirements of national and provincial health promotion and education standards, take various forms to carry out health promotion and education.
Medical and health institutions should strengthen the training and publicity of knowledge and skills in the prevention and treatment of infectious diseases, chronic non-communicable diseases, accidental injuries and addiction.
Enterprises should provide targeted health training for management and operation personnel to reduce and control the occurrence of occupational injuries, occupational diseases and related diseases.
Schools should offer health education courses, strengthen education on healthy behavior and lifestyle, disease prevention, mental health, growth and adolescence care, safety emergency and avoidance, and cultivate students' healthy and good behavior habits.
