Is it legal that residential property is not equipped with medical items?

According to "People's Republic of China (PRC) Emergency Response Law" and "National Emergency Plan for Public Health Emergencies" and other relevant laws and regulations, residential properties should be equipped with necessary medical items to deal with emergencies. If the residential property is not equipped with medical items, it will violate relevant laws and regulations and be punished accordingly. Therefore, it is illegal for residential properties not to be equipped with medical items.
