Can I decorate the property without paying the decoration deposit?

Legal analysis: the property has no right not to let you decorate, and the property has the right to collect the decoration deposit. The maximum decoration amount of non-commercial housing or individual residence is 2000 yuan. The property has no right to collect garbage clearance fees, but it can be settled through consultation with the owner (clearly stipulated in the management measures for indoor decoration of residential buildings). In other words, according to the owner's wishes, the owner can choose the garbage removal agency by himself, and does not have to choose the property to remove it. But for this problem, LZ should inform the decoration company whether the decoration company will transport it from home to the slag yard designated by the property or to the legal slag yard outside the community. If the decoration company is found to dump garbage in or around the community privately, the owner should bear certain economic responsibilities.

Legal basis: Article 5 of the Measures for the Administration of Residential Interior Decoration prohibits the following acts in residential interior decoration activities:

(a) without the consent of the original design unit or the design unit with corresponding qualification grade, changing the main body and load-bearing structure of the building without authorization;

(3) expanding the original size of doors and windows of the load-bearing wall and removing the brick-concrete wall connected with the balcony;

"Regulations on Property Management" Article 45 A property service enterprise shall stop acts that violate laws and regulations such as public security, environmental protection, property decoration and use within the property management area, and report to the relevant administrative departments in a timely manner.
