Reasonable division of compulsory education school districts in the central city is conducive to optimizing the allocation of educational resources, balancing the quality of students in each school, promoting the balanced development of compulsory education, and making necessary preparations for the adjustment of educational layout in the central city.

First, the background of school district adjustment

At the end of the year, there were 30 compulsory education schools in urban areas with 20,264 students. Among them, there are 27 public schools with students 16755; There are 3 private compulsory education schools with 3509 students.

Looking at the problems existing in compulsory education in the central city, first, the pressure of compulsory education enrollment expansion is great, and the number of students is accelerating year by year, but the number of places has not increased simultaneously, and the phenomenon of large class size is serious. Second, school construction has not kept pace with the development of the city and the changes in population distribution. Third, the division of existing school districts is incompatible with the continuation of the habit of entering higher schools. Fourth, the new household registration system reform has further lowered the entrance threshold of the central city, and the contradiction between the lack of school degrees in the old city and the continuous increase of students in the school district is more prominent. It is urgent to expand the resources of compulsory education, adjust the school district of compulsory education schools in the central city, improve the counterpart education model, eradicate school choice behavior and develop compulsory education in a balanced way.

Second, the status quo of school district division

(1) Primary school stage

In the autumn semester, the scope of each public primary school district is as follows:

City Experimental Primary School: the area surrounded by Beihai Road, Xin 'an North Road, Xin 'an Road, Binjiang Middle Road, Binjiang West Road and Huashan Road.

Bai Shu Primary School: the area surrounded by Beihai Road, Xianrendong North Road, Xinyuan West Road, Laoli, Dongli Lane, Huangshan West Road and Xin 'an North Road.

The adjustment of the compulsory education school district in the central city should adapt to the adjustment direction of the education layout in the central city, to the scale of running schools in the central city, and to the parents' willingness to enter the school nearby. By expanding compulsory education resources and re-dividing school districts, we will strive to achieve a basic balance in the quality of students in all compulsory education schools. The scale of running a school is roughly the same, and all the indicators of students basically meet the standards, which promotes the balanced development of compulsory education in the region.

Fourth, the school district adjustment ideas

The division of school districts should conform to public opinion, be based on reality, be scientifically laid out, be unified in planning and be implemented step by step, that is, on the basis of the existing school layout, population distribution and growth trend, do a good job in the division of school districts in the near future, leaving room for the adjustment of education layout in the future.

(1) primary school. In the primary school stage, except for Jiangbei film, which is fine-tuned with the adjustment of the education layout in the central city, the school districts of other schools remain unchanged, the same as the school districts. Schools with fine-tuned school districts and their adjusted school districts are as follows:

City Experimental Primary School: Beihai Road-Apple Mountain Road-Huishan Road-Xin 'an Road-Binjiang West Road-Huashan Road.

According to the arrangement of the education layout adjustment plan in the central city, Tunxi No.4 Middle School was moved to the current campus of Tunxi No.1 Middle School, and Long Fu Middle School was merged into Tunxi No.4 Middle School. The adjusted Tunxi No.4 Middle School District is divided as follows:

Tunxi No.4 Middle School: The school district of Jiangbei Old Town remains unchanged, and the areas west of Hengjiang and Lushui are all included, including Liyang Street Community, Longshan Community, Daizhen Road Community, Long Fu and Yiqi Town.

The division of school districts in other public junior high schools remains unchanged.

Autumn enrollment, after graduating from Tunxi No.1 Middle School and the current campus of Tunxi No.1 Middle School was completely handed over to Tunxi No.4 Middle School, multi-school scribing was tried in the existing school district of Xintan Junior High School, and Meilin students could choose to enter Xintan Junior High School or Xincheng Experimental School. Xintan film students can choose to enter Xintan Junior High School or Tunxi No.4 Middle School.

In the compulsory education stage, the principle of free admission to the nearest school should be adhered to, and the household registration of fixed students in the school district should be consistent with the actual residence; If the registered permanent residence is inconsistent with the actual place of residence, the actual place of residence shall prevail, but if the school degree in the school district where the actual place of residence is located is insufficient, priority shall be given to regular students. The owner of the real estate must be the legal guardian of the student (the grandparents whose parents or grandparents live together in it runs in the family). Except for the children of migrant workers, the rental agreement shall not be used as the basis for admission to the nearest school in principle, and local residents with special difficulties may apply separately to the education administrative department. Migrant workers must provide proof of stable residence and stable work in the central city (residence permit for more than one year, work certificate for more than one year and social security payment record) before applying for admission to the nearest school according to the rental agreement. However, if there are no remaining degrees in the school district, the education administrative department will make overall arrangements for admission. It is forbidden to choose schools by means of hanging households, renting houses or temporary workers.

In order to avoid some students' unreasonable route to school, put an end to the behavior of choosing schools in primary schools, and alleviate the "school choice fever", junior high school enrollment has improved the counterpart education model according to the above enrollment methods, and insisted on arranging enrollment according to the actual place of residence. Primary school graduates who actually live in the corresponding junior high school district can be promoted to the corresponding junior high school, otherwise they should go to the corresponding junior high school where they actually live. According to this plan, the division of school districts from primary school to junior high school basically continues the admission method. In the future, the enrollment method of students will be implemented according to this plan in principle.
