5. Group discussion: According to the investigation and data, through vertical contact and horizontal comparison, fully analyze and discuss the outstanding problems currently encountered.

Main problems and phenomena:

1, the system of regulations and standards is not perfect, and the revision of safety technical regulations is not timely.

At present, laws and regulations related to the safety of highway projects have been promulgated and implemented, such as the Law on Safety in Production, Regulations on Safety in Production of Construction Projects, Measures for the Supervision and Administration of Safety in Production of Highway and Waterway Projects, and Measures for the Supervision and Administration of Safety in Production of Highway and Waterway Projects in Shandong Province. However, at present, the system of laws, regulations and standards of highway engineering safety management is not perfect, the content is not specific and difficult to refine, and the operability is poor. The contents and detailed rules of safety inspection are mostly compiled by the safety management departments of each project, and there is no unified method or guide, which makes the management of executives and supervisors more difficult. The safety technical regulations are delayed due to the untimely revision or supplement by the competent department, which has certain obstacles to the promotion of safety management.

2. There are many loopholes in subcontracting management, and the phenomenon of escrow, illegal subcontracting and subcontracting at different levels is serious.

Due to the fierce competition in the highway engineering project market, but the related system construction is not perfect, there are a lot of subcontracting and subcontracting phenomena in the highway engineering construction market. Subcontractors are understaffed, their skills are uneven, their comprehensive quality is low, and there are fewer professionals in charge of safety, which leads to the disconnection of management and makes it difficult to establish and implement the responsibility system for production safety during construction. The most direct result of this management disconnect is that the construction safety management measures are difficult to implement, which leads to the out-of-control safety management on the construction site and has a great impact on the safety production management.

3, enterprise managers have a weak sense of safety in production and pay insufficient attention to safety inspection.

At present, when the leaders of many highway construction enterprises are in conflict with safety production, they often make concessions to safety production actively or passively, and cannot adhere to the policy of safe development, safety first, prevention first and comprehensive management. The managers of the project department have a weak awareness of safety production management, raise objections to the problems and hidden dangers found in the safety inspection, turn a blind eye to the hidden dangers, and excuse themselves for reasons such as project cost, schedule control, geographical location, construction convenience and engineering technical scheme, thus reducing the prescribed safety measures, lowering the safety technical requirements and relaxing the ideological defense line of safety management; Some full-time (part-time) safety managers have poor professional quality, are not familiar with norms and standards, do not master safety operation procedures in detail, can not stop illegal operations and illegal orders in time, and can not put forward improvement measures in time for unsafe hidden dangers in the construction site. 4. Employees lack safety knowledge, so it is difficult to correct people's unsafe behaviors.

In the process of actual investigation, it is found that a large number of front-line employees in field construction are transformed from migrant workers. In the front line of the construction site, the proportion of migrant workers is about 50%~70%, and some projects are as high as 90%. Because of their low education level, low safety awareness and operational skills, these people even went to work without any safety production training. Only rely on the experience and practice developed in highway engineering construction for many years, act arbitrarily and do not listen to dissuasion.
