Main problems and phenomena:
1, the system of regulations and standards is not perfect, and the revision of safety technical regulations is not timely.
At present, laws and regulations related to the safety of highway projects have been promulgated and implemented, such as the Law on Safety in Production, Regulations on Safety in Production of Construction Projects, Measures for the Supervision and Administration of Safety in Production of Highway and Waterway Projects, and Measures for the Supervision and Administration of Safety in Production of Highway and Waterway Projects in Shandong Province. However, at present, the system of laws, regulations and standards of highway engineering safety management is not perfect, the content is not specific and difficult to refine, and the operability is poor. The contents and detailed rules of safety inspection are mostly compiled by the safety management departments of each project, and there is no unified method or guide, which makes the management of executives and supervisors more difficult. 4. Employees lack safety knowledge, so it is difficult to correct people's unsafe behaviors.
In the process of actual investigation, it is found that a large number of front-line employees in field construction are transformed from migrant workers. In the front line of the construction site, the proportion of migrant workers is about 50%~70%, and some projects are as high as 90%. Because of their low education level, low safety awareness and operational skills, these people even went to work without any safety production training.
