1997, the Beijing Municipal Price Bureau and the Municipal Real Estate Bureau promulgated the Interim Measures for Property Management Service Charges in Residential Areas in Beijing, with J.J.F.ZiNo. 1997 196, which stipulated the parking standards for residential areas: open-air parking and roadside parking: cars 150 yuan/car, trolleys. The price of underground parking garages in residential areas shall be subject to market price, and the operators shall set the price and report it to the price department for the record. Since June 6 this year, the charging standard of motor vehicle parking lots in Beijing has been adjusted again. According to the Notice of the Price Bureau on Adjusting the Charge Standard of Motor Vehicle Parking Lot in Our City (J.J.Z.Zi No.2002194), the parking fees charged by motor vehicle parking lots shall be charged by the hour, and the parking spaces for long-term parking can be rented monthly and annually, and the lease period shall not exceed one period. Car owners who rent parking spaces on a monthly or annual basis can park in the toll parking lot 24 hours a day.
Parking spaces set up in closed residential areas with the approval of the residential area management office and the Municipal Management Committee are charged at the entrance and exit of residential areas, and no parking fee is charged for any vehicle entering the residential area within the first hour. Underground parking garages in residential quarters are charged annually and monthly, and the market-adjusted price is implemented.
The specific charging standard price bureau also has corresponding regulations. The charging standard for temporary parking is: outdoor parking lot in residential area, every two hours for small cars 1 yuan, and every two hours for large cars/2 yuan.
At present, the charging standards for underground parking lots and parking buildings in Beijing have been liberalized. According to the notice of the Price Bureau, in underground parking garages and parking buildings built in residential areas, the 2 yuan per hour for small cars and the 4 yuan per hour for large cars, the parking lot operators can float down within the prescribed charging standards, and the floating range is not limited. At the same time, underground parking garages and parking buildings in residential quarters are rented monthly and annually, and market-adjusted prices are implemented.
After collecting parking fees, property management companies must provide corresponding services to meet certain requirements. The Interim Measures of Beijing Municipality on Property Management Service Charges in Residential Areas (J.J.F.Zi 1997 196) stipulates that property management enterprises shall issue parking certificates to car owners while charging parking fees; If the vehicle is lost, the charging unit shall make compensation in accordance with the relevant provisions.
