Is it legal not to pay the property fee or give the elevator card?

According to the Property Management Regulations, there is a contractual relationship between the owner and the property management company, and the owner shall pay the property fee according to the contract, and the property management company shall provide property services according to the contract. If the owner fails to pay the property fee, the property management company shall take legal measures to urge the owner to pay the property fee, and shall not urge the owner by giving an elevator card.
