How long can the community stop water at the latest?

The water supply in the community cannot exceed 24 hours at the latest. The water supply unit shall announce the reason and time of water stoppage to the user twenty-four hours in advance. If the water supply is cut off for more than 24 hours, the water supply unit shall take emergency water supply measures to provide basic water for residents' lives. If the water supply has been stopped for more than 24 hours without taking emergency water supply measures, the municipal water supply administrative department or its legally entrusted organization shall order it to make corrections and give a warning. If the circumstances are serious, a fine of not less than 5,000 yuan but not more than 30,000 yuan shall be imposed.

Property service charges should follow the principles of rationality, openness and adaptability between fees and service levels, and distinguish the nature and characteristics of different properties. Does the residential property have the right to cut off water and electricity?

1. The opposite party to the water supply and power supply contract of the residential owner is the water supply company and the power supply company. Users of water and electricity, that is, owners of residential quarters, have the obligation to pay water and electricity charges, while providers of water and power supply, that is, water and power supply companies, have the obligation to supply water and power according to the contract. If the owner fails to fulfill the obligation to pay the water and electricity charges, the water supply and power supply company certainly has the right to cut off water and electricity;

If the water supply and power supply company entrusts the property company to collect the water and electricity charges, then when the owner defaults on the water and electricity charges, the property company can cut off the water and electricity for the owner in the name of the power supply and water supply department. If the power supply and water supply department does not entrust the property company to collect water and electricity charges, the property company, as a third party outside the water supply and power supply contract, certainly has no right to cut off water and electricity for the owner. If the property company cuts off water and electricity accordingly, causing losses to the owners, the damaged owners may investigate the tort liability of the property company;

3. The parties to the water supply and power supply contract are the owner and the water supply and power supply company; The parties to a property management contract are the owner and the property management company, which have different legal relationships. The right to stop water and power supply is an important defense right for water supply and power supply companies to perform contracts. The property company is not the main body of the water supply and power supply contract, so it naturally does not enjoy the right of water supply and power supply. As stipulated in the property management contract, when the owner fails to pay the property fee, the property management company can take water and power cuts as a punishment, which belongs to other terms. According to the relativity principle of the contract, such clauses should be agreed by the obligee, otherwise they are invalid clauses, and the owner can investigate the tort liability of the property management company instead. In this case, if the property company cuts off water and electricity without authorization, causing losses to the water supply and power supply company, the water supply and power supply company can also claim compensation from the property company.
