Shenzhen: Industrial buildings are not allowed to be subletted for the second time.

Starting from next month, it is no longer possible to be the "second landlord" of the factory, and it is no longer possible to make a profit by subletting and raising prices in Shenzhen. /kloc-in September, 2008, Shenzhen issued "Several Measures for Standardizing the Rental Price of Industrial Buildings (Trial)" (hereinafter referred to as "Measures"), which took effect on June 65438+ 10/day. It stipulates that industrial buildings shall not be sublet or sublet in principle; If it has been agreed that it can be sublet or sublet, it shall be sublet in accordance with the regulations or the agreement, and the sublessor shall not sublet it again.

The "Measures" referred to in industrial buildings, refers to the industrial production, between the secondary industry and the tertiary industry, to accommodate innovative industrial functions such as R&D, incubation, pilot, including industrial workshops and R&D buildings. In order to further reduce the cost of housing for enterprises, the municipal government issued special policies to strictly control the excessive rise of industrial housing rents and regulate the industrial housing rental market according to laws and regulations.

The Measures put forward 20 specific measures from six aspects. First, strengthen overall planning, increase supply, and ensure that there is room for good projects that meet the needs of high-quality sustainable development and industrial planning in Shenzhen. The "Measures" put forward that all districts should be encouraged to adopt the methods of replacement in different places and shared property rights to promote the contiguous upgrading and functional optimization of old industrial areas and build high-standard industrial space. Shenzhen will also strengthen the guidance and support for the comprehensive transformation of old industrial areas. Relevant right holders in the old industrial zone can increase a certain proportion of auxiliary public facilities, appropriately increase R&D office and supporting commercial buildings to meet basic needs, improve industry and supporting functions, and improve the environmental quality of the old industrial zone. In this regard, the municipal and district governments will give certain subsidies. By 2020, the city will complete the comprehensive transformation of old industrial areas with a building area of not less than 5 million square meters.

In addition, all districts will be encouraged to increase their efforts to raise innovative industrial buildings through allocation, acquisition, renovation and unified rent, "market allocation and government subsidies". Promote state-owned enterprises to increase the supply of innovative industrial buildings by using existing land, urban renewal and regulating unified rents; For community joint-stock companies to revitalize the old industrial areas and other collective properties as innovative industrial buildings, each district gives certain financial subsidies. By 2020, the construction area of innovative industrial buildings will be no less than 8 million square meters.

In order to further reduce the profit-making space for some real estate agents, individuals and other "second landlords" to sublet industrial buildings, the Measures stipulate that industrial buildings shall not be sublet or sublet in principle unless otherwise agreed in the land supply contract, industrial development supervision agreement and lease contract; If it is agreed that it can be sublet or sublet, the industrial house shall be sublet according to the regulations or agreement, and the sublessor shall not sublet it again.

The "Measures" also propose that the system of issuing the guidance price of industrial housing rent will be implemented, and the competent department will compile and issue the guidance price of industrial housing rent, improve the transparency of rent, guide the leasing parties to reasonably agree on rent, and stabilize market expectations. If the rent is higher than the guidance price 15% issued in the last year, the municipal and district industry authorities shall promptly intervene with relevant departments. If it is verified that it is maliciously driving up the rent, measures such as interviews and credit punishment may be taken against the lessor. Li Bin
