Relevant right holders in the old industrial zone can increase a certain proportion of auxiliary public facilities, appropriately increase R&D office and supporting commercial buildings to meet basic needs, improve industry and supporting functions, and improve the environmental quality of the old industrial zone. In this regard, the municipal and district governments will give certain subsidies. By 2020, the city will complete the comprehensive transformation of old industrial areas with a building area of not less than 5 million square meters.
In addition, all districts will be encouraged to increase their efforts to raise innovative industrial buildings through allocation, acquisition, renovation and unified rent, "market allocation and government subsidies". Promote state-owned enterprises to increase the supply of innovative industrial buildings by using existing land, urban renewal and regulating unified rents; For community joint-stock companies to revitalize the old industrial areas and other collective properties as innovative industrial buildings, each district gives certain financial subsidies. By 2020, the construction area of innovative industrial buildings will be no less than 8 million square meters.
In order to further reduce the profit-making space for some real estate agents, individuals and other "second landlords" to sublet industrial buildings, the Measures stipulate that industrial buildings shall not be sublet or sublet in principle unless otherwise agreed in the land supply contract, industrial development supervision agreement and lease contract; If it is agreed that it can be sublet or sublet, the industrial house shall be sublet according to the regulations or agreement, and the sublessor shall not sublet it again.
The "Measures" also propose that the system of issuing the guidance price of industrial housing rent will be implemented, and the competent department will compile and issue the guidance price of industrial housing rent, improve the transparency of rent, guide the leasing parties to reasonably agree on rent, and stabilize market expectations. If the rent is higher than the guidance price 15% issued in the last year, the municipal and district industry authorities shall promptly intervene with relevant departments.
